The European Energy Communities Facility has launched its second call for proposals to support emerging energy communities across Europe with financial and capacity-building assistance to help develop strong and investment-ready business plans.
The programme focuses on supporting energy communities through financial support, capacity building, visibility enhancement, access to national legal framework information, access to best practices, and knowledge about funding opportunities. The initiative is designed to strengthen community energy projects and improve their readiness for investment through structured guidance and peer learning.
The ENERCOM Facility will support at least 140 communities across the 27 European Union countries as well as Iceland, Moldova, North Macedonia, and Ukraine. Selected beneficiaries will receive a lump-sum grant of EUR 45,000 to develop a business plan for their energy community project. In addition to financial support, beneficiaries are required to participate in a mandatory capacity-building programme that includes self-paced online learning modules, live webinars, and national peer-to-peer exchanges.
The capacity-building programme aims to help communities improve project maturity and investment readiness. Training modules cover topics such as the fundamentals of community energy, project scoping, governance, business plan analysis, and implementation strategy. Through webinars and peer exchanges, participants can learn from experienced energy communities and share practical experiences and challenges.
Funding provided through the Facility is intended specifically for activities linked to the development of business plans for energy community projects. Eligible activities include technical and financial assessments, feasibility studies, obtaining permits, legal agreements, and other preparatory work required to create a sound and bankable business plan. Communities may develop the business plan internally or seek support from external experts.
To apply, organisations must meet the eligibility criteria established by the ENERCOM Facility. Applicants must be formally organised legal entities such as cooperatives, associations, limited companies, or similar organisations. Proof of legal entity status must be provided through official documentation such as association registry extracts, statutes with official stamps, or registration documents from an energy regulator.
