The Government Guarantee Fund to support eligible organisations in Hungary to facilitate their participation in EU-funded research, development, innovation, and education programmes where direct EU funding commitments are restricted.
The programme focuses on participation in research, development, and innovation activities, including Horizon Europe and Erasmus+ programmes, as well as other EU-funded RDI and educational initiatives. It prioritises enabling consortium participation, strengthening institutional involvement in international research cooperation, and ensuring access to funding mechanisms that replace EU contributions where direct legal commitments are restricted. It also supports collaboration between higher education institutions, enterprises, research organisations, and non-profit entities in EU-funded projects.
The call is financed from the National Research, Development and Innovation Fund under the Council Implementing Decision (EU) 2022/2506. It addresses limitations on legal commitments under certain EU programmes with public interest asset management foundations or related legal entities. The mechanism provides a national guarantee to replace EU funding for eligible participants, ensuring continuity of participation in EU research and educational initiatives.
The programme allows higher education institutions maintained by public interest asset management foundations established under Act IX of 2021, as well as other eligible legal entities in Hungary or the European Economic Area with a branch in Hungary, to participate in EU-funded projects. Eligible organisations include institutions of higher education, education institutions outside higher education, enterprise-based research organisations, enterprises, non-profit research organisations, and other non-profit entities, as well as private individuals in certain cases.
The total budget for the programme is HUF 8,000,000,000.
Eligible applicants must apply independently and must be legal entities with registered offices in Hungary or in the European Economic Area with a branch office in Hungary. Applicants must have either successfully submitted a consortium proposal or plan to participate as a beneficiary or affiliated partner in Horizon Europe, Erasmus+ or other relevant EU-funded research and educational programmes.
