Open Call for Adaptation in Kenya’s Nationally Determined Contribution Initiative

The United Nations Environment Programme is seeking to engage a partner that can support UNEP to develop an analysis and methodology for adaptation in Kenya’s Nationally Determined Contribution, with the aim of disseminating findings to countries currently developing their NDC.

UN Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

Duration

  • The technical support duration is estimated to span from 31 July to 15 December, 2025.

Programme Specifications

  • The Partner will develop the analysis on adaptation for inclusion in Kenya’s NDC/other UNFCCC reports and country position based on a UNEP methodology on an economy-wide analysis of impacts, risks, adaptation strategies, risk reduction potential, costs and targets.
  • The Partner will develop the analysis collaboratively with the Government of Kenya, seeking to develop awareness and buy-in into the approach. The Partner will propose a consultation schedule to engage the key stakeholders in this analysis.
  • The Partner is expected to build on its network to identify and engage the Kenyan policy-makers and thought-leaders, from the Government, think tanks, universities, civil society organisations and private sector if relevant.
  • The Partner will be expected to look at the following aspects:
    • Costs of loss and damage due to climate change;
    • Regional and global risks;
    • Climate risk projections;
    • Adaptation strategies;
    • Country targets for climate risk reduction;
    • Cost of the aforementioned strategy;
    • Government unconditional and conditional commitments;
    • Co-benefits, including adaptation-mitigation synergies.
  • The analysis, findings and experience will be summarised into a guidance note to strengthen the uptake by other countries in their NDC revision. The analysis will consider the findings from the publication Advancing adaptation in NDCs 3.0 recently published by the NDC Partnership, UNEP and partners.
  • The Partner will be working within the delegated authority and under the supervision of UNEP’s Head, Climate Change Adaptation Unit or his/her designated mandated representative(s).

Expected Outcomes

  • The following deliverables are expected:
    • Analytical report and NDC adaptation chapter;
    • Report of stakeholder consultations;
    • Guidance note on adaptation integration in NDCs making using of infographics;
    • Slide deck summarising approach, analysis, findings;
    • Webinar to disseminate findings.

Eligibility Criteria

  • The entity has been in business relevant to the Terms of Reference for at least 3 years, with a strong Kenyan climate network within the Government, think tanks and civil society organisations;
  • The entity has a track record of supporting adaptation policy and planning documents at the national level;
  • The entity has a track record of supporting innovative policy research;
  • The entity is to provide a copy of the certificate of registration;
  • Detailed entity profile with key areas of expertise and past experience justifying the relevance to the Terms of Reference;
  • A methodology, deliverables and action plan
  • A proposed team (6 pages max per CV) which reflects the following:
    • The team should be comprised of:
      • 1 team leader, 1 climate risk assessment expert, 1 economic appraisal and finance strategy expert, 1 climate policy expert, 1 infographic specialist.
      • The team leader should have a master in climate or environmental sciences, development, or any closely related and relevant field, and at least three years’ experience in supporting NDC development and adaptation planning.
      • At least 1 team member should have at least 2 past work experience in drafting analysis/ articles/guidance notes to publishable standard.
      • Languages: the team leader and experts should be fluent in English.
