The Commercial and Heritage Façade Improvement Grant Program offers to support exterior and storefront improvements that enhance streetscape quality, historic character, and urban vibrancy in Uptown areas.
The focus areas and objectives of this program include façade restoration and improvement, storefront enhancement, heritage conservation, streetscape beautification, accessibility and safety upgrades, commercial property revitalization, architectural preservation, signage improvement, alleyway activation, crime prevention through environmental design (CPTED), and sustainable urban design for commercial and mixed-use properties.
The program aims to assist businesses and property owners in upgrading street-facing façades and related exterior features to strengthen the aesthetic appeal and historic identity of Uptown streetscapes. It supports improvements that contribute to safer, more attractive, and more vibrant commercial environments.
Funding under this program provides a grant equal to 50 percent of eligible costs, with up to $10,000 per street-facing façade. Properties upgrading both street-facing façades on a corner lot may receive up to $15,000, and heritage designated properties may receive an additional $5,000.
Eligible works include exterior painting, repair or replacement of façade materials such as brick, masonry, cladding, doors, windows, porches, and architectural details including cornices, parapets, soffits, fascias, and eaves. Storefront upgrades such as display windows, awnings, canopies, and entrances are also supported.
The program also covers signage compliant with City by-laws, limited permanent hard landscaping such as walkways, and commercial safety improvements including exterior lighting and security enhancements. In addition, permanent patio infrastructure abutting streets or alleyways may be eligible, subject to requirements, while temporary furnishings are excluded.
For heritage designated properties, all improvements must comply with relevant conservation standards and urban design guidelines, ensuring protection of historic value while enabling appropriate upgrades.
Applications must meet program-specific requirements, including compliance with signage regulations, patio program rules, and heritage conservation standards where applicable. Some elements, such as murals and alleyway activations, may require additional approvals from City committees and departments.
The program encourages high-quality, compliant, and visually cohesive façade improvements that contribute to stronger, safer, and more attractive commercial districts.
