The European Commission has launched a Call for Proposals on the Fight Against Corruption under the Internal Security Fund (ISF) to support actions that strengthen corruption prevention, detection, investigation, prosecution, and institutional integrity across participating countries.
The objective of the call is to prevent and combat corruption by supporting actions addressing both its prevention and repression. Priority areas include strengthening cross-border and EU-level responses to corruption, including the implementation of EU anti-corruption recommendations; enhancing prevention, detection, and enforcement capacities; and promoting integrity and institutional resilience through measures that strengthen democratic institutions and foster a culture of transparency and accountability.
The call is part of the European Union’s broader efforts to address corruption as a threat to democratic governance, public trust, economic stability, and security. It seeks to support initiatives that contribute to the implementation of EU anti-corruption policies and recommendations while strengthening cooperation among relevant stakeholders across participating countries.
Eligible projects may include activities that support the implementation of anti-corruption recommendations, strengthen integrity frameworks within public institutions, improve anti-corruption policies through evidence-based approaches, and develop methodologies for data collection, risk assessment, and corruption measurement. Activities may also focus on identifying and mitigating corruption risks in both public and private sectors, reducing vulnerabilities in high-risk areas, and improving transparency in democratic processes.
The programme further encourages initiatives that empower civil society organisations, journalists, and citizens to expose and report corruption through enhanced reporting mechanisms and cooperation frameworks. Projects may also support awareness-raising campaigns, integrity education, capacity-building measures, and actions that strengthen independent media and oversight mechanisms.
Additional support is available for projects addressing corruption as a facilitator of organised crime and criminal infiltration into legitimate economic and social structures. Proposals may develop innovative tools, methodologies, and cooperation mechanisms that improve the detection, investigation, prosecution, adjudication, and sanctioning of corruption, including high-level corruption cases.
The call targets a broad range of stakeholders, including civil society organisations, journalists, academics, private sector entities, national authorities, specialised anti-corruption bodies, ministries, financial institutions, law enforcement agencies, judicial authorities, and relevant European institutions. Projects are expected to promote collaboration among these actors and generate sustainable outcomes with long-term impact.
The European Commission has allocated a total budget of €5 million for this call. Eligible applicants include public bodies, non-profit and for-profit entities, international organisations, and other legal entities established in eligible countries. Projects should demonstrate clear European added value, involve appropriate partnerships, and contribute to strengthening anti-corruption efforts across participating countries.
