The Innovation, Science and Economic Development Canada is seeking innovative pre-commercial prototypes that can strengthen trust in digital interactions by enabling verifiable and interoperable identities, credentials, and system-to-system exchanges across government services.
The opportunity focuses on trust in digital interactions, identity verification, credential verification, interoperable digital services, system-to-system exchanges, digital government modernization, secure information exchange, interoperability across Government of Canada services, testing and evaluation of innovative prototypes, and trusted digital ecosystems.
The Testing Stream is designed to procure, test, and evaluate innovative late-stage pre-commercial prototypes. Through this initiative, the Government of Canada aims to establish pools of conditionally qualified innovations that may be selected to address a wide range of requirements across federal departments and agencies. Contracts awarded under this call for proposals may be valued at up to CAD 2.3 million.
The initiative supports the development of technologies that can improve confidence and reliability in digital government interactions. By enhancing the ability to verify identities, credentials, and digital exchanges, the Government of Canada seeks to strengthen the effectiveness and interoperability of digital services delivered across its organizations.
Eligible applicants must be Canadian offerors. A Canadian offeror is defined as a Canadian individual or entity that submits an offer on its own behalf and maintains a permanent place of business in Canada where activities are conducted on an ongoing basis and that is clearly identified and accessible during regular business hours.
Applicants must ensure that at least 80 percent of the total financial proposal consists of Canadian goods or Canadian services. Compliance with Canadian content requirements will be reviewed and confirmed during contract negotiations.
The offeror must own the intellectual property associated with the proposed innovation or hold a valid exclusive licence from a Canadian licensor. The offeror must also ensure that the proposed innovation does not infringe upon any existing intellectual property rights.
Proposed innovations must be pre-commercial and must not have been openly available in the marketplace or previously sold on a commercial basis at the time of submission. Significant modifications to existing technologies or processes may also qualify where they enable applications that are not currently possible or feasible within a government setting.
Organizations applying under this call must demonstrate a significant operational presence in Canada. At least 50 percent of full-time equivalent employees must have Canada as their ordinary place of work, at least 50 percent of annual wages, salaries, and fees must be paid to employees and contractors who primarily work in Canada, and at least 50 percent of senior executives must have their principal residence in Canada. These calculations must include affiliated businesses, including parent companies and subsidiaries located both inside and outside Canada.
