Areas of Specialization
- To contribute to the economic development of the Federated States of Micronesia (FSM) by focusing on employment creation for women and the revitalization of local economies, particularly in food, agriculture, and market systems, to improve conditions for climate resilience and sustainable economic inclusion of women.

Overall Selection Criteria
- Relevance of proposal to achieving expected results
- Relevance of proposal to ToR;
- Expertise in budgeting, communication, and participation skills;
- Expertise and experience in developing and delivering programs;
- Adequacy and clarity of the proposed budget (including contribution by the prospective MSMEs, where possible);
- Relevant technical expertise and experience in working with a different range of stakeholders at a national and local levels;
- Prioritization of core principles, including diversity, equity, inclusion, and accountability (DEIA).
- Sustainability of intervention
- Experience in partnering with key institutions and relevant actors;
- Sustainability of intervention;
- Evidence‐driven programming.

- Adaptability and scalability;
- Gender responsiveness;

- Proven capacity in financial management;
- Familiarity with areas of specialization within the North Pacific context
