Innovation, Science and Economic Development Canada is seeking innovative pre-commercial prototypes that can strengthen the Government of Canada’s operational awareness and response capabilities in challenging environments through resilient and interoperable technologies.
The opportunity focuses on operational awareness, response capacity, resilient capabilities, interoperable capabilities, sensing technologies, communications systems, effective action, remote environments, austere environments, maritime environments, Arctic environments, coastal environments, testing and evaluation of innovative prototypes, and government readiness for complex operational conditions.
The Testing Stream is designed to procure, test, and evaluate innovative late-stage pre-commercial prototypes. Through this initiative, the Government of Canada aims to establish pools of conditionally qualified innovations that may be selected to address a broad range of operational and strategic requirements across federal organizations. Contracts awarded under this call for proposals can be valued at up to CAD 2.3 million.
The initiative seeks technologies that can improve awareness, communication, and response capabilities in environments where conventional solutions may face limitations. By supporting the testing and assessment of innovative prototypes, the program aims to enhance the Government of Canada’s ability to operate effectively in remote, maritime, Arctic, coastal, and other demanding settings.
To be eligible, applicants must qualify as Canadian offerors. This means they must be Canadian individuals or entities with a permanent place of business in Canada where activities are conducted on an ongoing basis and that is clearly identified and accessible during normal business hours.
Applicants must ensure that at least 80 percent of the total financial proposal consists of Canadian goods or Canadian services. Compliance with Canadian content requirements will be reviewed and confirmed during contract negotiations.
The offeror must own the intellectual property associated with the proposed innovation or possess a valid exclusive licence from a Canadian licensor. Applicants are also responsible for ensuring that their innovation does not infringe upon existing intellectual property rights.
Proposed innovations must be pre-commercial and must not have been openly available in the marketplace or previously sold on a commercial basis at the time of submission. Significant modifications to existing technologies or processes may be considered eligible when they enable new applications that are not currently possible or feasible in government settings.
Eligible organizations must also demonstrate a substantial presence in Canada. At least 50 percent of full-time equivalent employees must have Canada as their ordinary place of work, at least 50 percent of annual wages, salaries, and fees must be paid to personnel who primarily work in Canada, and at least 50 percent of senior executives must have their principal residence in Canada. These calculations must include affiliated businesses, including parent companies and subsidiaries located within or outside Canada.
