The Innovation, Science and Economic Development Canada is seeking innovative pre-commercial quantum technology prototypes that can enhance its readiness to assess, test, and adopt emerging quantum solutions with applications in sensing, communications, and computing.
The opportunity focuses on advancing quantum sensing, quantum communications, quantum computing, public safety, security, prosperity, advanced materials, novel catalysts, semiconductors, superconductors, photonics, health care, drug discovery, molecular folding, imaging, disease modeling, agriculture, remote sensing, crop modeling, transportation logistics, supply chain management, finance, portfolio optimization, risk analysis, decision support, navigation, cybersecurity, quantum networks, quantum information distribution and management, satellite communications, military applications, secure communications, and uncrewed aerial systems.
Through the Testing Stream, the Government of Canada aims to procure, test, and evaluate innovative late-stage pre-commercial prototypes. The initiative seeks to establish pools of conditionally qualified innovations that can be selected to address a broad range of requirements across Government of Canada organizations. Contracts awarded under this call for proposals may reach a value of up to CAD 2.3 million.
The Government recognizes quantum technologies as a strategic priority due to their potential to transform multiple sectors and strengthen national safety, security, and economic prosperity. Applications span diverse areas including defence, communications, healthcare, agriculture, transportation, finance, and cybersecurity.
The call highlights the strong interconnection between quantum sensing, communication, and computing. Advances in one domain often contribute directly to progress in the others. Technologies that improve quantum sensing can support qubit stability in quantum computing, while developments in quantum communication can enable secure information transmission and the creation of quantum networks capable of distributing quantum computing resources across large distances.
Eligible applicants must be Canadian offerors with a permanent place of business in Canada. At least 80 percent of the financial proposal costs must consist of Canadian goods or services. Applicants must own the intellectual property associated with the proposed innovation or hold a valid exclusive licence from a Canadian licensor and ensure that the innovation does not infringe on existing intellectual property rights.
Proposed innovations must be pre-commercial in nature and must not have been openly available in the marketplace or previously sold on a commercial basis at the time of submission. Significant modifications of existing technologies or processes may qualify if they enable applications that are not currently possible or feasible within government settings.
Applicants must also demonstrate a substantial operational presence in Canada. This includes meeting requirements related to employee location, compensation expenditures within Canada, and the Canadian residency of senior executives.
