CFAs: Technical Assistance for Environment Strategic Integrated Projects

The European Commission is seeking grant applications to support the preparation and submission of Environment Strategic Integrated Projects aimed at implementing environmental strategies and action plans across eligible countries.

The focus areas include circular economy action plans and strategies, waste management and prevention programmes, water management plans including river basin and flood risk strategies, marine and drought management, air quality plans and emission control programmes, noise action plans, large-scale territorial implementation, stakeholder engagement, and coordination of multiple funding sources.

The objective of this funding opportunity is to support the development of Environment Strategic Integrated Projects under the LIFE Programme. These projects are intended to facilitate the implementation of environmental, climate, or energy-related strategies and action plans developed by Member States or associated countries.

Environment Strategic Integrated Projects operate at regional, national, multiregional, or transnational levels and are designed to ensure that relevant stakeholders are actively involved. They also promote coordination and the mobilisation of additional funding from Union, national, or private sources to support comprehensive implementation.

The targeted plans and strategies fall under the Circular Economy and Quality of Life sub-programme and include officially approved frameworks with defined actions, measurable targets, and clear timelines aligned with European policy objectives.

The scope of this technical assistance focuses on preparing a complete Strategic Integrated Project proposal. All activities supported under this initiative must directly contribute to the development and submission of the proposal and must represent new work beyond previously initiated efforts.

Eligible activities may include recruiting and training personnel for proposal development, engaging external experts for concept and proposal writing, collecting relevant data, developing financing plans, identifying complementary actions and funding sources, and coordinating with stakeholders involved in the future project.

Additional activities may involve networking, consultation, stakeholder mapping, and engagement to ensure broad participation in the proposed project. The preparation process also includes the development and submission of both a concept note and a full proposal.

The funding available for this technical assistance is up to €300,000 to support the preparation process.

Eligible applicants must be legal entities, either public or private, established in EU Member States or other eligible countries associated with the LIFE Programme. The coordinating organisation must also be based in an eligible country.

This initiative aims to strengthen the development of high-quality strategic projects that contribute to the effective implementation of environmental policies across Europe.
