The Capability Development Grant by the National Arts Council supports continuous professional development and skills upgrading for individuals and organisations working in Singapore’s arts and culture sector.
The focus areas of this opportunity include professional training and skills development programmes, on-the-job training activities, digital technology for art-making, audience development and outreach, data analytics and digital marketing, audience engagement and facilitation, teaching artistry and arts education, community and youth engagement, entrepreneurship and organisational capabilities such as arts management, leadership, fundraising, financial management, branding, governance, intellectual property and legal knowledge, and art-form specific capabilities including traditional Chinese, Malay and Indian heritage arts practices and visual arts curating.
The grant is designed to strengthen the capabilities of arts professionals by supporting structured training programmes of up to 12 consecutive months. It aims to enhance the overall skills, adaptability, and professionalism of individuals and organisations within the arts ecosystem.
Funding support is available up to $20,000 per financial year for individuals and up to $75,000 per financial year for organisations, enabling access to a wide range of professional development opportunities.
Eligibility includes Singapore citizens and permanent residents who are actively involved in the local arts scene, with priority given to self-employed persons. Eligible organisations must be registered with ACRA or the Registry of Societies and engaged in arts-related activities. Informal groups may also apply if the majority of members are Singapore citizens or permanent residents, provided a responsible applicant represents the group.
Certain applicants are not eligible, including organisations with non-secular purposes, those with outstanding reports or debts to the National Arts Council, government-funded organisations receiving ongoing operating grants, and employees whose training should be covered by their employers.
The program aims to build a stronger, more capable arts sector in Singapore by supporting structured learning, professional growth, and long-term capability development.
