The European Commission is currently accepting applications to assess how situational data can be accessed and used to support submarine cable security.
The focus areas of this initiative include submarine cable security, situational awareness, private-sector data access, data integration, Regional Cable Hubs, interoperability, data fusion, maritime and satellite surveillance data, pilot demonstrations, proof-of-concept activities, and development of feasible partnership models.
The project addresses challenges related to accessing and using situational data that could improve awareness of threats to submarine cables. Such data may include sensor feeds, maritime surveillance data, and satellite surveillance information, which are currently subject to different governance conditions across cable systems, operators, and sea basins.
Through analytical work and targeted pilot activities in non-operational settings, the Pilot Project will examine how private-sector situational data relevant to submarine cable security can support the functioning of Regional Cable Hubs under the EU Action Plan on Cable Security and the Digital Europe Programme.
The project will engage with private actors involved in cable security and conduct small-scale pilots to explore the process of accessing and using relevant data. Activities will include mapping situational data held by private actors, assessing the feasibility of integrating data into Regional Cable Hubs, analysing interoperability and data fusion challenges, and evaluating the quality and limitations of generated situational awareness.
The initiative will also design and carry out pilot or proof-of-concept demonstrations and produce a consolidated assessment of feasible partnership models.
The indicative funding available for this project is €3,940,000.00. The expected duration of the action is 18 months, although other durations are not excluded.
Eligible applicants must be legal entities, including public or private bodies, established in eligible countries. Eligible countries include EU Member States, including overseas countries and territories (OCTs), and EEA countries such as Norway, Iceland, and Liechtenstein.
