The European Defence Industry Programme (EDIP) invites proposals to strengthen cooperation among Member States and associated countries through common procurement actions for C5ISR and other space-related defence products and systems.
The focus areas of this call include strengthening cooperation among Member States and associated countries, improving interoperability, supporting the development and procurement of common platforms and subsystems, enhancing defence industrial resilience, aggregating demand for critical capabilities, strengthening supply chains, reducing strategic dependencies, supporting SME integration, improving cost-efficiency and crisis response, and reinforcing the competitiveness, resilience, and readiness of the European Defence Technological and Industrial Base (EDTIB).
The call supports Common Procurement Actions (CPA) under the European Defence Industry Programme, managed by the European Commission’s Directorate-General for Defence Industry and Space (DG DEFIS). It aims to support joint procurement activities involving legal entities working together to procure C5ISR and other space-related defence products throughout their lifecycle.
Eligible actions include the common procurement of systems or variants of systems, including activities related to establishing, managing, and maintaining defence industrial readiness pools. Proposed procurement actions must have an estimated value of at least EUR 20,000,000 and must aim to address capability gaps while reinforcing cooperation among participating countries.
The procurement must be based on a binding agreement between participating Member States and associated countries and a designated procurement agent. Eligible procurement agents may include contracting authorities, the European Defence Agency (EDA), Structures for European Armament Programme (SEAPs), or other international organisations involved in joint defence procurement.
The European Defence Industry Programme seeks to improve defence procurement cooperation by encouraging countries to coordinate requirements, increase interoperability, enhance supply chain resilience, expand industrial capacity, reduce production lead times, and strengthen security of supply across the European defence sector.
The total estimated available budget for the call is EUR 150,000,000. The EU contribution for Common Procurement Actions is provided as a maximum EUR 20,000,000 contribution, covering a percentage of the estimated procurement value with possible incentive bonuses and ceilings.
Applicants must be contracting authorities, international organisations, SEAPs, or the European Defence Agency within the meaning of the EDIP Regulation. Beneficiaries and affiliated entities must be registered in the Participant Register and meet eligibility requirements related to establishment and control.
The call also establishes requirements related to component origin, security interests, supply chain control, and design authority to ensure that defence products maintain European control over development, adaptation, and future evolution.
