The focus areas of this opportunity include integrated and multilayered air and missile defence systems, sensors such as radars, kinetic and non-kinetic effectors, command and control systems, protection against a full spectrum of air threats including cruise missiles, ballistic and hypersonic missiles, aircraft and unmanned aerial systems, medium to long-range defence capabilities, high and terminal high-altitude protection, and endo-atmospheric interceptors.
The call supports actions under the European Defence Industry Programme (EDIP) aimed at strengthening the resilience of the European defence industrial base by encouraging joint procurement, improving defence supply chains, increasing interoperability, reducing strategic dependencies, and supporting industrial readiness.
The Common Procurement Actions focus on cooperation between legal entities involved in the procurement of air and missile defence systems or related components throughout their lifecycle. Activities may include establishing, managing, and maintaining defence industrial readiness pools.
To achieve the expected impact, proposed common procurement activities should have an estimated value of at least EUR 80,000,000. These actions aim to address capability gaps and reinforce cooperation among participating countries through joint procurement of defence products.
The procurement must be based on a binding agreement between participating countries and an appointed procurement agent. Eligible procurement agents may include contracting authorities of Member States or associated countries, the European Defence Agency (EDA), Structures for European Armament Programme (SEAPs), or other international organisations involved in defence cooperation.
The supported actions may include the procurement of defence systems, their parts, or variants, and may be organised through framework contracts. Projects must maintain control over the design, adaptation, and evolution of the defence products, including the ability to replace or remove restricted components.
The estimated available budget for the call is EUR 150,000,000. Common Procurement Actions under EDIP provide a maximum EU contribution of EUR 20,000,000, with funding based on a percentage of the estimated value of the common procurement, including possible incentive bonuses and applicable ceilings.
Eligible applicants include contracting authorities, international organisations, SEAPs, and the European Defence Agency within the meaning of the EDIP Regulation. Other entities may participate in supporting roles such as associated partners, subcontractors, or entities providing in-kind contributions, subject to eligibility conditions.
