The assignment focuses on digitising and archiving approximately 10,000 registered company files, scanning relevant pages from physical records, uploading scanned documents to the Document Archive System (DAS) under the Integrated Records Management System (IRMS), and entering company-level data to create a structured, searchable, and comprehensive digital archive of BIDA-registered company records.
The Transformative Economic Policy Programme (TEPP)-II supports the Government of Bangladesh in strengthening trade competitiveness, investment promotion, and evidence-based economic policymaking through collaboration with the Bangladesh Investment Development Authority (BIDA) and the Ministry of Commerce (MoC). Through its Research and Analytics Unit (RAU), the programme provides analytical, advisory, and capacity-building support to enhance BIDA’s institutional capacity for investment policy analysis, reform prioritisation, investor facilitation, and evidence-based decision-making.
As the country’s apex investment promotion agency, BIDA is responsible for promoting private investment and improving the national investment climate. To strengthen its operations, BIDA requires reliable and accessible digital records of registered companies, including information related to investment approvals, operational status, expansion history, and company closures. This assignment builds on the successful archiving of 40,000 company files from the Dhaka office by extending the digitisation effort to approximately 10,000 files maintained across BIDA’s divisional offices.
The selected firm will be responsible for scanning relevant pages from physical company files, uploading the documents to the DAS under IRMS according to BIDA’s procedures, and entering company-level information into the system to improve the accessibility and management of company records. The assignment will be completed within one month.
Eligible firms should demonstrate proven expertise in document digitisation, records management, database management, and large-scale data entry operations. Applicants should have at least five years of experience working with government agencies, development partners, international organisations, or similar institutions in related services. Experience in managing large-scale scanning and data entry assignments, integrating with existing data archiving systems, digitising physical records for both public and private entities, and deploying large teams of scanner and data entry operators is required. Firms must also meet the specified financial, legal, and technical eligibility requirements and provide supporting documentation demonstrating their qualifications and previous experience.
