This challenge invites startups, scale-ups, and SMEs worldwide to propose AI-driven solutions for automating public procurement auditing in Morocco, in partnership with the Supreme Audit Institution (Cour des Comptes), the World Bank, and Trust Valley.
The initiative aims to modernize public procurement auditing in Morocco by leveraging global expertise in artificial intelligence, data analytics, and digital solutions for the public sector. Since its inception, the GovTech Global Community has brought together over 90 members, including government agencies, private sector leaders, and international organizations, to foster digital transformation and best practice exchange.
The challenge specifically seeks innovative companies to develop AI-powered solutions that automate regulatory compliance, ethics, and transparency controls across the most risk-prone stages of public procurement: competitive tendering, offer evaluation, and contract award. Solutions should utilize both structured data from Morocco’s Public Procurement Portal and unstructured documents from tender files, enabling a shift from manual, sample-based analysis to comprehensive, systematic coverage of all contracts within a mission scope. Key requirements include automated compliance testing, semantic analysis of contractual documents, detection of ethics breaches, and a traceable alerts dashboard.
Selected companies will participate in a four-day immersive GovTech Bootcamp held in Switzerland and Morocco, featuring field visits, mentoring, networking with domain experts, and workshops on B2G engagement and regulatory compliance. The program culminates in a flagship awards ceremony in Morocco, where finalists will showcase their solutions to a global audience and engage in panel discussions on AI, digital trust, and public sector innovation. All travel, accommodation, and meals for selected participants are fully covered.
Eligibility is open to legally incorporated startups, scale-ups, and SMEs from any country, with fewer than 75 employees and under $5M USD in annual revenue. Applicants must demonstrate technical expertise in AI, NLP, data analytics, or public sector software, and have the capacity to develop on-premise solutions to meet data sovereignty requirements. Proposals are accepted in English or French, and at least one team member must be fluent in French.
