The International Fund for Agricultural Development (IFAD) has launched a call for proposals to select an organization or consortium to implement the initiative, “Leveraging IFAD’s Rural Sector Performance Assessment for Policy and Investment,” with grant funding of up to US$1.2 million.
The initiative focuses on strengthening rural sector policy assessment, improving the policy and investment environment for rural development, reviewing and simplifying the Rural Sector Performance Assessment (RSPA) methodology, enhancing qualitative and quantitative indicators, identifying reliable public data sources, conducting statistical analysis, producing the IFAD15 RSPA for around 80 countries, developing methodological guidance and learning products, supporting policy engagement, promoting rural transformation, and generating knowledge products for IFAD and its partners.
The selected recipient may be a non-profit organization, private sector company, university, think tank, or research institute. Applicants are required to provide a counterpart contribution of at least 20% of the IFAD grant amount, while private sector institutions must contribute at least 25%. In-kind contributions may also be considered.
Through this initiative, the grant recipient will review the existing RSPA methodology and recommend improvements to simplify the assessment process while maintaining its effectiveness. The work will include reviewing existing indicators, identifying publicly available data sources, proposing alternative measures where appropriate, consulting with IFAD and external experts, testing revised indicators in pilot countries, and preparing updated methodological guidance.
The selected organization will also produce the IFAD15 Rural Sector Performance Assessment for approximately 80 countries by collecting and analysing qualitative and quantitative data, ensuring consistency across country assessments, preparing analytical reports, and documenting the data sources used. The assignment also includes organizing consultations with IFAD regional and technical staff, presenting the assessment findings, and sharing lessons learned to strengthen the RSPA as a valuable knowledge product.
Proposals should include a project proposal, indicative budget, eligibility self-certification, and an institutional profile demonstrating relevant experience.
