The action focuses on the common procurement of ground and naval platforms and systems, including artillery systems, armoured vehicles, tanks, combat and support vehicles, (counter-)mobility platforms, soldier systems, and surface and underwater naval platforms, along with their subsystems. It aims to address capability gaps, improve interoperability, strengthen cooperation among participating countries, and support the creation and management of defence industrial readiness pools across the lifecycle of defence products.
This initiative is implemented under the European Defence Industry Programme and requires structured cooperation between Member States and associated countries through a binding procurement agreement and a designated procurement agent. The procurement agent may include national contracting authorities, the European Defence Agency, OCCAR, NATO Support and Procurement Agency, or similar entities.
Eligible common procurement actions must have a minimum estimated value of EUR 80 million. Provides up to €20 million per joint procurement action (from a €60 million programme budget) to support collaborative defence purchases. Eligible projects must have a minimum procurement value of €80 million. The funding covers up to 15% of procurement costs, with higher support (up to 25%) possible in specific cases, aiming to encourage joint procurement and strengthen Europe’s defence industry.
Strict requirements apply regarding component origin and design authority, ensuring that no more than 35% of components originate outside the EU and associated countries, and that participating entities retain full control over system design, modification, and integration decisions.
Eligible participants include contracting authorities, international organisations, SEAP structures, and designated procurement agents registered under the EU Funding and Tenders Portal. All participants must comply with eligibility, security, and validation requirements.
