The BlueActionAA Transition Agenda Call 1 is requesting applications to support the development of transition agendas that promote long-term sustainability and scalable solutions across the Arctic and Atlantic basins in line with the EU Mission Ocean and Waters.
The call focuses on guiding the development of transition agendas including strategic roadmaps, policy recommendations and regulatory innovation, and contributes to the Mission objectives of protecting and restoring marine and freshwater ecosystems and biodiversity in line with the EU Biodiversity Strategy 2030, preventing and eliminating pollution of oceans, seas and waters in line with the EU Action Plan Towards Zero Pollution for Air, Water and Soil, and making the sustainable blue economy carbon-neutral and circular in line with the proposed European Climate Law and the Sustainable Blue Economy Strategy.
BAAT-01 aims to mobilise and engage national, regional and local actors to take concrete steps toward long-term sustainability and the scaling of solutions that support the Mission Ocean objectives. Through this coordinated and integrated approach, the initiative contributes to restoring the health of oceans, seas and inland waters by 2030.
The project plans to award at least 10 grants, with each grant funded up to 100,000 EUR.
Eligible countries include the Member States of the European Union, namely Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain and Sweden, including their outermost regions. The call is also open to the Overseas Countries and Territories linked to the Member States, as well as Horizon Europe associated countries at the time the BlueActionAA grant entered into force on 01 September 2025, including Albania, Armenia, Bosnia and Herzegovina, Canada, the Faroe Islands, Georgia, Iceland, Israel, Kosovo, Moldova, Montenegro, New Zealand, North Macedonia, Norway, Republic of Korea, Serbia, Switzerland, Tunisia, Türkiye, Ukraine and the United Kingdom.
