The Initiative for Climate Action Transparency (ICAT) is supporting Somalia to strengthen climate transparency systems and enhance the tracking and implementation of its Nationally Determined Contribution (NDC) actions in the Energy and Waste sectors through improved data management, institutional capacity, and reporting frameworks.
The project focuses on developing NDC tracking frameworks; assessing greenhouse gas and sustainable development impacts of sectoral policies; building frameworks to analyze projections of greenhouse gas emissions and removals; developing monitoring frameworks for just transitions; developing the monitoring and evaluation of adaptation actions; building climate finance transparency frameworks; and aggregating or integrating greenhouse gas impacts of subnational and non-State actions.
Somalia is highly vulnerable to climate change impacts despite contributing less than 0.1% of global greenhouse gas emissions. Following the submission of its NDC 3.0 (2025–2035), Somalia has established mitigation and adaptation targets across key sectors. However, the lack of a harmonized MRV system creates challenges in tracking progress, meeting Enhanced Transparency Framework requirements, mobilizing climate finance, and participating in carbon markets.
The overall objective of the project is to build and enhance Somalia’s capacity to manage and track the implementation of its NDC actions in the Energy and Waste sectors by establishing a framework for regular collection and management of the required data. This includes data needed for greenhouse gas inventories, emissions projections, assessment of relevant policies and measures, and the development of indicators for reporting progress.
Through this project, Somalia will establish an institutional framework that enables the Ministry of Environment and Climate Change to develop and regularly update greenhouse gas emissions projections in the Energy and Waste sectors. The project will also support the assessment of greenhouse gas impacts of selected energy sector policies and measures using the ICAT Renewable Energy methodology.
The initiative will strengthen expert and institutional capacity to independently assess greenhouse gas impacts of energy policies and measures and support the development of policy instruments such as feed-in tariffs. It will also establish an NDC tracking framework for the Energy and Waste sectors, including indicators, data collection templates, institutional arrangements, coordination mechanisms, and procedures to support effective collaboration, data sharing, and accountability.
The project will implement the GACMO and LEAP tools as models for greenhouse gas projections and NDC tracking while building the capacity of national experts to regularly update and manage these tools. It will also support the development and validation of methodologies for estimating greenhouse gas projections in the Energy and Waste sectors and strengthen national capacity to apply the ICAT Renewable Energy Methodology.
Quality assurance and quality control procedures will be developed to improve data accuracy, completeness, and international credibility. The project will also support the creation and implementation of a comprehensive NDC tracking framework through indicators, data collection processes, and institutional arrangements.
The project will benefit government ministries in Somalia through strengthened institutional capacity for data coordination, evidence-based policymaking, and compliance with the Paris Agreement Enhanced Transparency Framework. Municipal authorities, including Mogadishu Municipality, will benefit from improved planning related to urban infrastructure and waste management.
Technical and data agencies such as the National Statistics Directorate will benefit from improved processes for activity data collection and quality management, supporting emissions estimation and policy monitoring. Universities and research institutions will contribute to long-term knowledge development by providing technical expertise and analytical support needed to sustain the project’s methodologies.
The grant funding available under this opportunity is up to USD 200,000, with an expected implementation duration of fourteen months. Eligible applicants include universities, academic or research organizations, NGOs, think tanks, civil society organizations, and registered for-profit entities.
