The European Commission is accepting applications to modernise transport infrastructure on the TEN-T network to facilitate traffic flows for rail and road transport at border control areas located at the Union’s external borders.
The call focuses on modernising transport infrastructure at external border crossing points, improving rail and road connections to border crossing points, upgrading parking lines and waiting areas for trucks, enhancing road lane capacity between parking areas and border control points, facilitating interoperability in rail transport, implementing coordinated bi-directional controls at border crossing points, supporting smart IT solutions integrated into transport infrastructure, and prioritising projects located on the TEN-T European Transport Corridors.
The programme supports studies, works, or mixed projects related to transport infrastructure at external borders. Eligible activities include improving rail and road connections to border crossing points, upgrading truck parking spaces and waiting areas, and increasing road lane capacity where these measures contribute to smoother traffic flows at the Union’s external borders.
The total funding available under the CEF-T-2026-SAFEMOBGEN-EXTBORDER-WORKS call is €20,000,000. Support is available for rail projects that facilitate traffic flows at TEN-T Border Crossing Points, including measures aimed at enhancing interoperability. The programme also encourages the upgrading of existing border crossing points to enable coordinated bi-directional controls.
Certain smart IT solutions and fixed devices integrated into transport infrastructure may receive support if they form part of broader infrastructure adaptation projects and contribute to faster border checks and reduced congestion. However, mobile equipment, stand-alone border check equipment, administrative buildings, storage and warehouse facilities, and parking facilities for border officers are not eligible for funding.
To be eligible, applicants must be legal entities, either public or private, established in EU Member States, including Overseas Countries and Territories, or in countries associated with the CEF Programme. International organisations are also eligible. Entities without legal personality may participate under exceptional circumstances if they can undertake legal obligations and provide equivalent guarantees for the protection of EU financial interests.
Natural persons are generally not eligible, except for self-employed sole traders without separate legal personality. Entities from non-eligible countries may exceptionally participate if their involvement is considered essential for implementing the action. EU bodies, except for the European Commission Joint Research Centre, cannot participate in the consortium.
