The European Commission is inviting grant applications to support alternative fuel infrastructure for road transport and airport operations to help decarbonise transport across the TEN-T network.
The focus areas of this call include alternative fuels supply infrastructure, publicly accessible charging pools for heavy-duty vehicles, megawatt charging systems, combined charging systems, electrification of airport ground operations, electricity and preconditioned air supply for stationary aircraft and airships, electricity supply facilities for ground operation vehicles, electricity supply for electric or hybrid electric aircraft and airships, electricity storage, energy management systems, renewable energy-based on-site electricity generation, and electricity grid connections.
The total available funding under this call is €130,000,000. The call supports activities related to the deployment of alternative fuels supply infrastructure in line with the relevant regulations governing alternative fuels infrastructure and the trans-European transport network.
Eligible infrastructure for heavy-duty vehicles includes publicly accessible recharging pools equipped with megawatt charging systems and combined charging systems meeting the specified power requirements. Funding may cover construction-related elements directly linked to the deployment of charging infrastructure within the charging pool area, including chargers, power cabinets, canopies, safety and security devices, parking facilities, circulation infrastructure, electricity infrastructure, batteries, and on-site dynamic energy management devices.
The charging infrastructure must be located on the TEN-T road network, within a specified driving distance from a TEN-T road exit, in certified Safe and Secured Parking Areas, or within TEN-T urban nodes, including port and airport areas where applicable requirements are fulfilled.
The call also supports the electrification of airport ground operations through electricity and preconditioned air supply systems for stationary aircraft and airships, electricity supply facilities for ground operation vehicles, electricity supply for electric or hybrid electric aircraft and airships, and related electricity storage facilities located within TEN-T airports.
Beneficiaries are required to operate and maintain the supported infrastructure for a minimum period of five years from the end date of the grant agreement. Publicly accessible charging pools for heavy-duty vehicles must be available on a continuous basis, equipped with energy management systems for dynamic power allocation, and designed exclusively for heavy-duty vehicle use. The infrastructure must also provide continuous phone assistance to end users.
Certain costs are not eligible for funding, including costs related to vehicles, land acquisition, leasing of facilities, permits, grid connection equipment owned by distribution or transmission system operators, administrative expenses, staff costs, studies, design activities, project management, operating expenditure, upgrades of existing electric recharging infrastructure, and charging pools located in elevated or underground parking buildings or premises intended for specific user groups.
The call also supports synergetic elements such as on-site electricity generation based on renewable energy sources and electricity grid connections.
Eligible applicants include public and private legal entities established in EU Member States, including overseas countries and territories, as well as countries associated with the CEF Programme.
