The European Commission is requesting grant applications to support Member States and regions in developing, coordinating, and implementing effective bioeconomy policies and strategies across Europe.
The focus areas include bioeconomy policy development and implementation, regional and national strategy building, cross-government coordination, quadruple helix collaboration between government, research and innovation, industry, and society, policy dialogue platforms, experimentation and learning systems, mainstreaming bioeconomy across sectors such as food, textiles, chemicals, energy, agriculture, and forestry, awareness building, skills development for policymakers, monitoring bioeconomy progress, scaling bio-based solutions, and fostering collaboration across European initiatives and value chains. The funding available for this topic is €3,000,000.
The initiative is designed to establish a European Bioeconomy Policy Support Hub that provides hands-on support, learning, and advisory services to Member States and regions. It focuses on helping governments and stakeholders design and implement bioeconomy plans, roadmaps, policies, and collaborative frameworks to accelerate bioeconomy deployment across Europe.
The project is expected to develop tools that assess the maturity and progress of bioeconomy policies and strategies in Member States and regions, while also evaluating the quality of their implementation. It should provide recommendations and support for improving existing strategies and taking next steps, building on prior European Commission work and relevant Horizon Europe projects.
The scope includes mapping the uptake of bioeconomy solutions based on biomass and biological resources across European value chains and sectors, including service sectors. It also involves supporting political leadership engagement, improving policy dialogue platforms, establishing or strengthening policy labs, and enhancing coordination mechanisms across sectors and governance levels.
The hub is expected to support the development of local and regional bioeconomy councils that bring together government, industry, academia, and civil society to guide policy and implementation. It should also facilitate collaborations that enable scaling of bioeconomy solutions, monitor bioeconomy developments and transformation processes, and provide both tailored and general advisory support to different Member States and regions.
Additional activities include expanding geographical coverage of support, enabling structured dialogue with European Commission services, and collaborating with initiatives such as the Circular Bio-based Europe Joint Undertaking, European University Alliances, the European Circular Economy Stakeholder Platform, and the BIOEAST initiative.
Eligibility is open to any legal entity, regardless of place of establishment, including entities from non-associated third countries and international organisations, provided they comply with Horizon Europe Regulation requirements and other applicable call conditions. A legal entity is any recognised natural or legal person with legal personality, or an entity without legal personality capable of exercising rights and obligations.
