The subject of the public call is the selection of beneficiaries of assistance for the construction and rehabilitation of housing units destroyed or damaged in the 2024 floods within the framework of the EU Flood Recovery Support Project in Bosnia and Herzegovina.
The project includes emergency interventions to repair damage caused by floods and landslides in 2024 in southern and central BiH, and is aimed at providing permanent housing and economic empowerment of affected households. Activities include the construction and rehabilitation of housing, public institutions, utility infrastructure, as well as support for agricultural producers and SMEs in re-establishing their businesses.
The Project, together with partner local government units, invites interested households that meet the criteria to submit an application for participation in the Project in their place of residence.
Eligibility Criteria
- General criteria:
- A housing unit damaged or destroyed by floods or landslides in 2024 is not fit for habitation.
- The housing unit has a building permit or meets the requirements for issuing one.
- The applicant and the household members do not own any other eligible residential property.
- The damaged or destroyed facility is owned by the applicant or a member of his/her household.
- The applicant has not received assistance from another donor in an amount sufficient for permanent housing.
- The general criteria are eliminatory and binding for all potential beneficiaries of assistance.
- Additional criteria:
- The household is in a state of social need.
- The household is in an unfavorable social/economic situation.
Scoring Method
- Socio-economic status – 0-30 points
- Damage to a residential building – 0-40 points
- Number of household members – 0-20 points
- Additional factors – 0-10 points.
Required Documentation
- Documentation Necessary to Fulfil General Criteria:
- Confirmation from the competent municipal/city service of damage to the building during natural disasters in 2024;
- Certificate of movement for 2024 issued by the competent authority;
- Construction permit for the damaged or destroyed building (for buildings that do not have a construction permit, the municipality/city administration will confirm the fulfillment of the conditions for issuing it during the field verification);
- Certified statement that the person applying for the public call, as well as the members of his/her household, do not own another residential building suitable for habitation;
- Proof of ownership of the housing unit that suffered damage (ownership certificate, land registry extract, inheritance decision, purchase and sale contract, etc.).
- A certified statement that the person applying for the public call, as well as members of his/her household, have not received assistance from another donor for the rehabilitation or construction of a damaged or destroyed facility in the 2024 floods in an amount sufficient for permanent housing for the household (will be assessed during the field verification).
- Documentation Necessary For Proof Of Status And Scoring Of Users:
- Certificate of residence in temporary collective accommodation, issued by the competent institution;
- CIPS application for each household member, no older than 30 days from the date of application;
- Certificate of registration with the Employment Service (for each unemployed household member);
- Certificate of study issued by the competent higher education institution (if the household member is a student);
- Certificate of disability issued by the competent institution (if a household member is a disabled person;
- Certificate of use of social assistance, permanent cash assistance or social income based on social protection, home care or assistance of the same or similar category, issued by the competent institution (if applicable);
- Proof of single-parent status, adoption or guardianship (if applicable);
- Certificate of income for employed household members, issued by the employer;
- Copy of the pension payment check for the last month;
- Certificate from the competent municipal service that the facility has been placed out of use for safety reasons (for destroyed facilities or those located in risk areas).
- Maximum 4 photographs of the facility.
