The aim of the Call financed from the National Research, Development and Innovation Fund is to provide the national contribution to Hungarian organisations successfully participating in the joint international ERA-NET COFUND, European Joint Programme COFUND (EJP COFUND) and co-funded by the EU under its H2020 framework programme for research and innovation, in collaboration with the NRDI Office, as well as in the joint international calls for proposals of other multilateral programmes following the operational mechanisms of these programmes.
The Call for Proposals will:
- strengthen strategic cooperation between national organisations involved in projects funded under ERA-NET COFUND and EJP COFUND and other multilateral programmes following the operational mechanisms of these programmes;
- help Hungarian participants in projects funded under ERA-NET COFUND and EJP COFUND, as well as other multilateral programmes following the operational mechanisms of these programmes, to gain experience in international R&D cooperation, which can contribute to strengthening Hungarian participation in Horizon 2020 in the relevant technology areas;
- contribute to laying the foundations for future scientific and economic cooperation through the partnerships established in the projects.

- Project proposals under the sub-programmes of this call are invited for the following topics, in line with the international (positive) evaluation:
- FLAG-ERA III – Flagship programmes in brain and graphene research
- QuantERA – Quantum technology research
- EJP RD – Research on rare diseases
- JPcofuND – Research into neurodegenerative diseases
- M-ERA.NET 3 – Materials science research
- FOSC ERA.NET – Food System and Climate Change
- ICT-AGRI-FOOD ERA-NET – ICT-enabled agri-food systems
- NEURON ERA-NET – Basic, clinical and translational research in neurological diseases
- JPI AMR-ACTION – New therapeutic options and reducing antimicrobial resistance
- TRANSCAN3 – Translational cancer research projects
- CHIST-ERA – European coordinated research on long-term Information and Communication Technologies (ICT) and ICT-based scientific challenges
- EJP-Soil – Climate-smart, sustainable soil use
- EIG CONCERT-Japan – International cooperation to strengthen science, technology and innovation collaboration between participating European countries and Japan
- V4-Japan – RDI cooperation between the V4 countries (Czech Republic, Hungary, Poland, Slovakia) and Japan.

- The total budget of the Call is HUF 1,277,210,488.
- Maximum funding per project:
- The maximum amount of funding per project is: HUF 57,825,000 – HUF 115,650,000

Eligible Activities
- Activities eligible for funding independently:
- basic research:
- Only research and knowledge-dissemination organisations (in the case of point 3.1(a) of this Call, those with GFO codes 572 and 573, and applicants under points 3.1(b) and (c)) may apply for funding for independently eligible basic research activities, provided that at the time of the submission of the proposal they have at least one full-time employee with at least a PhD/DLA degree relevant to the proposal, which must be maintained throughout the duration of the project. In the case of basic research, only testing or measurement tasks may be outsourced to third parties,
- applied research,
- experimental development,
- basic research:
Ineligible Activities
- Activities not eligible for funding independently:
- basic research:
- Only applicants falling under point 3.1(a) of this Call, except for those with GFO codes 572 and 573, may apply for funding for basic research activities not eligible independently, provided that at the time of the submission of the proposal they have at least one full-time employee with at least a PhD/DLA degree relevant to the proposal, which must be maintained throughout the duration of the project.
- In the case of basic research, only testing or measurement tasks may be outsourced to third parties,
- procurement of fixed assets,
- procurement of immaterial assets,
- research and development project support activities,
- travel-related activity.
- basic research:
Eligibility Criteria
- The funding request is only accepted from an applicant who is
- a Hungarian member of the consortium of a joint international project recommended for funding under the relevant European Partnership evaluation scheme, or
- a Hungarian participant subsequently joining a consortium of a joint international project recommended for funding on the basis of the relevant European Partnership evaluation system.
- The call is open to legal entities with registered seat in Hungary or with registered seat in the European Economic Area and a branch office in Hungary, more specifically:
- businesses and non-profit companies specified in the call, provided that they have at least one completed business year and maintain double-entry accounting;
- denominational or private higher education institutions accredited by the state, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU
- budgetary organs and budgetary entities, qualifying as research and knowledge-dissemination organisations under Article 2 (83) of Council Regulation 651/2014/EU.
