The Scientific and Technological Research Council of Türkiye (TÜBİTAK) and the Libyan Authority for Scientific Research (LASR) have launched a bilateral cooperation call to support joint research and development projects between researchers and institutions from Türkiye and Libya.
The call focuses on Clean, Accessible and Secure Energy Supply including photovoltaic cells, solar power, wind energy systems, biofuel refineries, and autonomous energy management; Information and Communication Technologies including artificial intelligence, big data, and cloud computing; Environmental Science including treatment technologies, water purification, and desalination; Health and Biotechnology including medical biotechnology, genetic sciences, innovative treatments, disease prevention, and health informatics; and Food and Agriculture including agricultural improvement for food security, soil and water conservation, smart farming technologies, and food safety.
The initiative is being implemented under the “Protocol on Cooperation in Science, Technology and Innovation” signed between the two countries and supported through the TÜBİTAK 1071 Programme. The program aims to strengthen international scientific collaboration by enabling researchers to access new research environments, expertise, and facilities while contributing to scientific advancement and technological solutions.
Joint applications must be submitted by project partners from both Türkiye and Libya. Unilateral applications will not be accepted under this call. Eligible applicants include higher education institutions, training and research hospitals, public institutions and organizations, research institutes, and private sector companies established in Türkiye that create added value and possess a trade registry certificate.
Projects supported under the program are expected to generate new knowledge, provide scientific interpretations, or solve technological problems through research and development activities. Proposals outside the specified thematic areas will not be considered for funding.
Under the financial support framework, eligible Turkish partners may receive up to 3,750,000 Turkish Liras per project, excluding overhead and Project Incentive Premium. Eligible Libyan partners may receive up to 250,000 Libyan Dinars per project. Approved projects will receive support at a 100 percent grant rate based on their approved budgets.
Travel, accommodation, and allowances for researchers participating in exchange activities will be covered by the sending party according to the regulations of each country. Emergency health insurance for researchers will also be the responsibility of the sending party.
Applications must be submitted through the TÜBİTAK Online Application System in accordance with the rules and procedures of the TÜBİTAK 1071 International Cooperation Projects Support Program.
