Grants to support the commitment of Civil Society to Senegalese Youth

The European Commission is inviting applications for its thematic programme “Support to civil society in partner countries” promotes the work of civil society organisations (CSOs) contributing to human development and conflict prevention.

Objectives

  • The general objective of this call for proposals is to support the commitment of civil society to Senegalese youth in their social, entrepreneurial, participation, inclusion and governance dynamics.
  • The specific objectives of this call for proposals are:
    • Support the actions of civil society organizations contributing to the emergence of an entrepreneurship ecosystem for sustainable and inclusive endogenous development through young people in rural and peri-urban areas.
    • Support responses to the social challenges and aspirations of young people (public participation, leadership, access to sport, culture, etc.), particularly young girls and women.

Priorities

  • The priorities of this call for proposals are:
    • Strategic priorities of the call for proposals
      • Seek for coherence and close coordination with EU-funded interventions on engagement with civil society and partnership with youth organisations in the field of entrepreneurship, in the targeted regions (lot 1) (including those active in promoting gender equality) and with local and decentralised structures.
      • Contribution to the implementation of the EU’s “Global Gateway” strategy in its 360° approach and to better visibility of the European Union’s action,
    • For specific objective 1 (lot 1):
      • Strengthening the creation of local economic value and youth employment at the territorial level.
      • Support the structuring and creation of alliances and collaborations between young players in the local economy to enable them to access more wealth creation opportunities based on endogenous development: learning, entrepreneurship, development of value chains in the agricultural sectors (production, processing, distribution, marketing, etc.)
      • Investing in Young Businesses in Africa (IYBA) initiative” and other actions supported by Team Europe.
    • For specific objective 2 (lot 2):
      • Support the strengthening of active citizenship among young people as well as actions to promote youth volunteering in the service of the community
      • women and youth leadership
      • Strengthening young people’s access to political representation and/or executive bodies, as well as to socio-educational, sporting, cultural, civic and digital activity spaces…
      • Developing civic values and respect for the environment among young people
      • Support the improvement of conditions for young girls, and the fight against all forms of violence against women, enabling support for initiatives/measures to strengthen, exercise and protect their rights.
      • Strengthening the capacities of youth organisations to use digital technology”civic tech”enabling discussion, federation and greater engagement of young people’s responsibility in the public space and encouraging exchanges/dialogues on the concerns and priority actions of young people to meet the challenges of social and/or economic transformation;

Funding Information

  • The overall indicative amount made available under this call for proposals is EUR 6,000,000. The contracting authority reserves the right not to allocate all of the available funds.
  • Indicative envelope per lot:
    • Lot 1: €4,000,000
    • Lot 2: €2,000,000
  • Amount of subsidies
    • Any grant requested under this call for proposals must be between the following minimum and maximum amounts:
      • Lot 1:
        • Minimum amount: 950,000 EUR
        • Maximum amount: EUR 1,000,000
      • Lot 2:
        • Minimum amount: EUR 1,950,000
        • Maximum amount: 2,000,000EUR.

Eligibility Criteria

  • To be eligible for a grant, the lead applicant must:
    • Be a legal person and
    • Belong to one of the following organizational categories:
      • for lot 1, a CSO (civil society organisation), association, NGO (non-governmental organisation)
      • for lot 2, a platform or network of civil society organisations; and
    • Have no profit motive and
    • Be established in an eligible country in accordance with Article 28 of Regulation (EU) 2021/947 of the European Parliament and of the Council of 9 June 2021 or be established in Senegal and
    • Be, at the time of publication of this call for proposals, registered for at least 2 years with the relevant services of Senegal and
    • Be directly responsible for the preparation and management of the action with the co-applicants and the affiliated entity(ies) and not act as an intermediary and
    • Have actual and measurable work experience
      • in the youth entrepreneurship sector (lot 1)
      • in terms of awareness raising, advocacy for youth inclusion, access to sport/culture, reproductive health, leadership, communication activities for young girls (lot 2).
