The Low Carbon Product Manufacturing Grant supports businesses in establishing new or expanding existing manufacturing facilities that produce low carbon products at a commercial scale, helping to decarbonise the New South Wales (NSW) economy while strengthening the state’s advanced manufacturing sector.
The grant focuses on low carbon manufacturing, commercial-scale production, low carbon building materials, green chemicals, biofuels, power fuels, agricultural production inputs, economic growth, investment, employment, advanced manufacturing, industrial facility development, and decarbonisation of the NSW economy.
The program provides a total funding pool of up to $100 million, with eligible businesses able to apply for grants ranging from $5 million to $30 million per project. Funding can cover up to 50% of eligible project costs, supporting the development of manufacturing facilities that produce low carbon products on a commercial scale.
Eligible projects include the manufacture of low carbon building materials, green chemicals, biofuels derived from biomass such as biodiesel and sustainable aviation fuel, power fuels produced using renewable energy, and inputs required for agricultural production. The program also welcomes other eligible low carbon products that contribute to reducing emissions and supporting a more sustainable manufacturing industry.
Applications are open to businesses based in NSW, elsewhere in Australia, or internationally. Applicants must hold or be willing to obtain an Australian Business Number (ABN), register for Goods and Services Tax (GST), and establish an eligible Australian entity before entering into a funding agreement. Eligible entity types include Australian incorporated companies, companies limited by guarantee, incorporated trustees acting on behalf of trusts, incorporated associations, co-operatives, and Aboriginal and Torres Strait Islander Corporations.
Applicants are also required to obtain all legally required insurance, including public liability and workers’ compensation insurance, demonstrate financial solvency, comply with employment and workplace health and safety obligations, disclose any relevant legal proceedings and previous government grant applications, and ensure they are not listed on the Australian Department of Foreign Affairs and Trade sanctions list. Where applicable, Foreign Investment Review Board approval must be obtained before the project commences.
