The Bela-Bela Local Municipality is accepting applications from non-profit organisations, private companies, and civil society organisations to participate in the Municipal Urban Revitalisation Programme known as the “Adopt a Park Initiative” aimed at revitalising public open spaces and recreational parks within the municipality.
The programme focuses on revitalising the CBD precinct and township recreational spaces into safe, inclusive, and attractive public areas while ensuring long-term maintenance through private investment and management.
The proposed interventions include upgrading parks through maintenance and improvement of public infrastructure and furniture, removing outdated internal fencing, improving signage, implementing security and access control measures, establishing public park standards and operating times, and upgrading public open space infrastructure such as walkways, play areas, braai areas, and related recreational facilities. The initiative also promotes collaboration between the municipality, private sector, and community organisations through financial and manpower contributions toward urban regeneration and urban management programmes.
The municipality has identified several parks and public open spaces available for adoption across Bela-Bela, including properties located in Warmbaths Town, Jinnah Park, Spa Park, Letlhabile Park, Leseding, and Bela-Bela Extension areas.
Interested organisations must be legally registered and compliant with all statutory obligations. Bela-Bela-based NPOs, private companies, and civil society organisations are eligible to participate, and proof of residence must accompany proposals. Municipal officials, councillors, ward committee members, political parties, and their immediate family members are not permitted to participate in the programme. Preference will be given to youth, women, and people with disabilities.
Applicants are required to submit a company profile and demonstrate relevant experience in managing green spaces, whether public or private. Proposals should clearly outline the organisation’s expertise in the proposed intervention areas, methodology for implementation aligned with the three-year partnership duration, past project successes where applicable, ownership details, physical address and contact details, expected contribution to the programme, execution plan, and details of financial and manpower resources to be allocated.
Successful applicants will enter into a renewable three-year partnership agreement with the municipality based on performance. The municipality has stated that it reserves the right to negotiate further conditions with successful bidders and also reserves the right not to appoint.
