RFPs: To Conduct Impact Assessment Studies of CSR Projects – India

The SBI Foundation (SBIF) invites proposals for Empanelment of Agencies to conduct an Impact Assessment/Need Assessment/Baseline, Midline & Endline Studies of its CSR Projects.

SBI Foundation (SBIF) has been incorporated to bring all the CSR activities of the State Bank Group under one umbrella and contributing in the efforts made by the State Bank Group in supporting and uplifting the underprivileged sections of society. The focus areas of SBI Foundation are Education, Healthcare and Sanitation, Rural Development, Women Empowerment, Livelihood & Entrepreneurship, Environment and Sustainability, and Sports etc. SBI Foundation works in collaboration with reputed NGO partners to provide equitable development opportunities to people living in the poorest areas of the country.

Funding Information

  • Qualifying Agencies will be Shortlisted based on the Technical Evaluation by the Internal Committee of SBI Foundation.
  • Shortlisted agencies will be asked to give a presentation covering technical aspects like methodology, sample collection, tool etc. of projects/themes.
  • Shortlisted agencies to submit the Financial Bid at the time of presentation.
  • Multiple agencies will be empaneled for internal evaluation studies like Impact assessment, Baseline, Midline, Endline & Need Assessment study.
  • Duration of Empanelment
    • The empanelment of the agency will be valid for 2 years from the date of empanelment and there will be no guarantee of work for the agencies empaneled by the SBI Foundation.

Scope of Work 

  • Develop a comprehensive understanding of the CSR projects including objectives, target beneficiaries, & geographical coverage, and design the Impact Assessment/Need Assessment/Baseline, Midline & Endline Studies framework and evaluation framework.
  • Design an evaluation methodology which includes impact indicators, techniques of data collection, sample size and sampling plan with appropriate geographical coverage and social inclusion, data collection instruments, data management, and analysis.
  • Engage team with desired experience and expertise to carry out data collection- (primary, secondary, or both) as per the requirement of the study in an efficient and reliable manner.
  • Carry out data analysis, and comparative analysis using appropriate analytical tools, to suggest evidence-based performance and recommendations for prospects and scope for further improvements in the program.
  • Evaluation of the level of awareness of projects/initiatives amongst the target beneficiaries /concerned stakeholders and the number of beneficiaries covered in improving their socio-economic conditions.
  • Prepare a high-quality assessment/evaluation report with an executive summary and relevant deliverables, high-resolution photographs, presentation, and brief learning notes.
  • Draft success stories for each project/s as per the number agreed upon in consultation with the SBI Foundation.
  • Submission of raw and final data to SBI Foundation in the agreed format for transparency and accountability.
  • Offer actionable recommendations for improvements based on data analysis findings.
  • Identify strengths and weaknesses of the program to inform future strategy.
  • Evaluate the scalability and replicability of successful project components.
  • Assess the long-term sustainability and socio-economic benefits of the program.
  • Suggest innovative approaches and opportunities for program enhancement and sustainability.
  • Present results in a clear, concise manner suitable for diverse stakeholders, including senior management, project teams, and external partners.
  • Ensure adherence to ethical guidelines and principles throughout the Impact Assessment/Need Assessment/Baseline, Midline & Endline Studies process, including informed consent, confidentiality, and respect for cultural sensitivities.
  • Cost Benefit analysis, social return on Investment (SRoI) and comparative analysis vis-a-vis other similar projects.

Probable Deliverables

  • Submit inception report detailing evaluation framework and methodology.
  • Submit survey instruments- quantitative, qualitative, and mixed.
  • Submit the list of sample and field implementation plans.
  • Submit high-resolution photographs, presentations, and brief learning notes within the stipulated time frame.
  • Submit raw and final data to SBI Foundation as per the agreed format.
  • Submit an Analysis Report, Final Report having strong high-quality recommendations.
  • Presentation of Findings on the Assessment and access to data sets for Board Level Presentation having 7-10 slides.
  • Success Story/Case Study of 5-8 pages including 1 to 2 beneficiary stories.

Eligibility Criteria 

  • The Agency shall be a Partnership Firm/Private Limited Company/ Limited Liability Partnership Firm/MNC (Multinational Company)/Registered Societies/Trusts/Section 8 companies/Public Limited Company registered or incorporated in India and involved in consulting/ research/ monitoring & evaluation/ advisory business operations etc.
  • The Agency should be operating in the field of development sector and have experience in carrying out Impact Assessment/Need Assessment/Baseline, Midline & Endline Studies, Data Collection, Monitoring & Evaluation, and other related Services.
    • (The agency should have knowledge of policies/ practice, should have experience of designing and carrying out Impact Assessment/Need Assessment/Baseline, Midline & Endline Studies using both quantitative and qualitative methodologies, and monitoring projects in the Development & Social sector with government/private/multi-lateral organization.)
  • The agency must have completed assignments of Impact Assessment/Need Assessment/Baseline, Midline & Endline Studies in Govt. Organization/PSU or their subsidiaries or any other reputed organization.
    • (The agency should have knowledge of policies/practice, should have experience of designing and carrying out Impact Assessment/Need Assessment/Baseline, Midline & Endline Studies using both quantitative and qualitative methodologies, and monitoring projects in the Development & Social sector with government/private/multi-lateral organization.)
  • The Applicant Should Have a Minimum Cumulative Annual Turnover of Rs. 2 Cr. from Indian Operations Over the Last three F.Y. (2021- 22, 2022-23 & 2023-24).
  • The Bidder must be registered with GST.

Language of Proposal

  • Proposals should be submitted in English language only.
