Doñana Revitalization Program for Sustainable Innovation and Socioeconomic Development (Spain)

The Doñana Revitalization Program aims to foster innovation and sustainable development in the municipalities within the area of influence of the Doñana Natural Area, recognized as a World Heritage Site and Biosphere Reserve, by supporting actions that harmonize environmental conservation, socioeconomic revitalization, and technological excellence.

The focus areas of the program include carrying out analyses, diagnoses, and action plans in the area of innovation; organizing training programs, workshops, and conferences to promote knowledge exchange, capacity building, and awareness-raising regarding innovation and new socioeconomic development models; activities for cooperation and the exchange of experiences and knowledge with similar organizations, support networks, and structures; and supporting the definition and preparation of research, development, and innovation (R&D&I) projects and initiatives for SMEs operating or headquartered in the targeted municipalities.

This initiative, aligned with the Ministry of Ecological Transition and Demographic Challenge’s Actions for the Sustainable Territorial Development of the Area of Influence of the Doñana Natural Area, seeks to promote innovative technological actions and solutions that improve the competitive capacity of the socioeconomic environment and enhance social well-being. It implements a sustainable development model compatible with environmental protection and conservation principles surrounding Doñana National Park.

The program supports projects that address urgent challenges related to water management, soil restoration, and climate change adaptation while energizing ecological transition and improving the social and economic conditions of the area. It emphasizes economic development with a future-oriented approach to enable more sustainable, innovative, and equitable growth.

Eligible recipients include groups of legal entities consisting of two to six entities, including large companies, SMEs, research centers, and non-profits engaged in applied R&D and innovation projects. The groups must have a regional connection to one of the municipalities receiving the revitalization actions in Cádiz, Huelva, or Seville and must carry out activities within these provinces.

The program offers a competitive grant budget of €4 million, with project budgets ranging from a minimum eligible amount of €300,000 to a maximum of €1,500,000, and a minimum of €50,000 per beneficiary. Projects may commence upon application submission and should conclude by December 31, 2026, or December 31, 2027, with eligibility requirements including the limitation that participating commercial companies may not exceed 30% of the eligible budget and subcontracting may not exceed 50%.

Eligible expenses cover personnel costs, consumables, subcontracting, advice and training, studies, dissemination and promotional activities, travel expenses directly related to the project, audit and validation reports (up to €3,000), and indirect project costs capped at 7%.

This program aims not only to prevent and repair environmental damage but also to generate new sustainable business models, create jobs, and build territorial resilience. It aligns with CDTI’s strategic goals to bolster growth through R&D&I, strengthen innovative ecosystems, focus on environmental and social sustainability, and foster collaborative governance, thereby linking the preservation of natural capital with local economic revitalization and technological advancement.
