Eligible applicants include state governments, county governments, city or township governments, special district governments, Native American tribal governments (Federally recognized), Native American tribal organizations (other than Federally recognized tribal governments), public and private institutions of higher education, public and state-controlled institutions of higher education, independent school districts, public housing authorities and Indian housing authorities, nonprofits with or without 501(c)(3) status (other than institutions of higher education), small businesses, and for-profit organizations other than small businesses.
Individuals, including sole proprietorships, federal entities, and foreign entities are not eligible to apply. Applicants must also submit a letter from a state executive identifying the responsible state agency, confirming the agency’s commitment to collaborate on planning, training, exercise activities, and updating the State Emergency Repatriation Plan, and verifying that the applicant has not previously received an OHSEPR Planning, Training, and Exercises cooperative agreement award.
