The European Commission is inviting applications to support the development and modernisation of rail transport infrastructure on the TEN-T core network.
The key focus areas of this call include the construction and upgrading of cross-border and missing rail links, improving interconnections between rail and other transport modes such as inland waterways and maritime transport, enhancing port hinterland connections, and promoting the integration of high-speed rail and air transport networks to create more sustainable feeder connections for long-haul flights. Particular priority is given to initiatives that foster the development of high-speed rail.
The total funding available under the CEF-T-2026-CORECOEN-RAIL-WORKS call is €260,000,000. Under this funding opportunity, support is available for studies, works, or a combination of both, provided that study and work activities address different sections or activities. Projects must comply with the provisions of Directive (EU) 2016/797 and the relevant Technical Specifications for Interoperability. Where applicable, supported infrastructure should also facilitate the alignment of cross-border operating procedures to maximise efficiency.
The programme does not support railway stations, except for specific railway infrastructure components, which must be presented as separate work packages. Activities related to trackside ERTMS deployment, electronic interlockings, Class A radio communication systems, Class B systems, and rolling stock are not eligible for funding.
To be eligible, applicants and affiliated entities must be legal entities, either public or private, established in Member States eligible for funding from the Cohesion Fund. Applicants must register in the Participant Register before submitting proposals and complete validation by the Central Validation Service. International organisations are eligible, while natural persons are generally not eligible except for self-employed sole traders without separate legal personality.
Entities without legal personality may participate under exceptional circumstances if they can undertake legal obligations and provide adequate guarantees. EU bodies, except for the European Commission Joint Research Centre, cannot participate in the consortium. Entities from other countries may exceptionally participate if their involvement is considered essential for implementing the action.
