The European Commission is requesting grant applications to support projects for the development of rail transport infrastructure on the TEN-T core network across Europe.
The focus areas of this call include development of rail infrastructure on the TEN-T core network, construction and upgrading of cross-border and missing links, interconnections between rail and other transport modes including inland waterways and maritime transport, port hinterland connections, integration of high-speed rail with air transport networks, feeder network development for long-haul flights, compliance with European rail interoperability requirements, cross-border operational alignment, and non-discriminatory access to rail infrastructure. The total available funding for this call is €350,000,000.
This call supports works and studies related to rail infrastructure projects that aim to improve connectivity, efficiency, and integration within the European transport system. Priority is given to projects that foster the development of high-speed rail in line with relevant European policy objectives.
Projects may include the construction or upgrading of missing rail links and cross-border connections as well as improvements to intermodal connectivity between rail, inland waterway, maritime, and air transport systems. Special attention is given to initiatives that strengthen sustainable passenger and freight mobility across the TEN-T core network.
The call does not support railway stations except for specific railway infrastructure components, which must be presented as separate work packages when included. It also excludes support for trackside ERTMS deployment, electronic interlockings, Class A radio communication systems including 5G, FRMCS and GSM-R, Class B systems, and rolling stock.
All projects must comply with Directive (EU) 2016/797 and the applicable Technical Specifications for Interoperability. Where relevant, projects must ensure alignment of cross-border operational procedures to enable efficient use of supported infrastructure. When proposals combine studies and works, each component must address separate sections or activities within the project.
Facilities and infrastructure supported under this call must be accessible to all operators on a non-discriminatory basis.
Eligible applicants include public and private legal entities established in EU Member States, including overseas countries and territories, as well as countries associated with the CEF Programme.
