Applications Open: President’s Fund for Creativity (Malta)

The President’s Fund for Creativity aims to strengthen inclusiveness, community development, and well-being through cultural engagement and creative expression while supporting participatory arts practices with under-reached and marginalized communities in Malta and Gozo.

The fund focuses on increasing cultural participation in Malta and Gozo, improving engagement between artists and communities, promoting diversity in cultural programming, supporting a culture that reflects Maltese society, and encouraging sustainable development. It also prioritizes connecting creative professionals with hard-to-reach and marginalized groups, fostering safe and inclusive spaces for expression, supporting diversity, equity, inclusion, belonging, well-being and regeneration through arts and culture, expanding accessibility to artistic experiences, and strengthening the contribution of organizations and institutions towards community development through creative engagement.

The President’s Fund for Creativity is part of a wider initiative linked to the delivery of the Arts Council Malta 2030 Strategy and is jointly managed by the Office of the President of Malta and Arts Council Malta. The fund supports collaborative creative processes that strengthen community bonds, encourage critical thinking, and inspire positive social change through meaningful artistic experiences. Applications may support either pilot initiatives or the further development of already successful projects.

The programme encourages partnerships between organizations active in arts and culture and those working in social and community development. Applicants are required to collaborate with another organization or individual professional to develop community arts projects that maintain high artistic standards while ensuring appropriate care and engagement for participants. The proposed initiatives must clearly demonstrate benefits for disadvantaged and marginalized communities through arts, cultural participation, and creative expression.

Eligible applicants include entities registered with the Malta Business Registry, groups and collectives, cooperatives, educational institutions, public institutions, voluntary organizations enrolled with the Commissioner for Voluntary Organisations, and individual artists or creative practitioners. Applicants must be working within the social and community development field or within cultural and creative sectors. Representatives of applicants must be Maltese citizens or hold a Maltese residence permit, citizenship certificate, or Maltese passport.

The fund offers both a State aid option and a non-State aid option. The State aid option applies to undertakings carrying out economic activities under Article 107 TFEU through de minimis regulation support, while the non-State aid option applies to applicants and projects not involving economic activities.

The total budget available for the session is €150,000, with a maximum grant of €30,000 available per project, programme, or practice subject to the availability of government funds. Proposed projects may run for a maximum duration ranging between 12 and 24 months according to the programme guidelines. Applications will undergo technical and artistic eligibility screening before evaluation.

The programme also encourages applicants to align with principles related to fair practices, accessibility, inclusion, cultural rights, and sustainable public investment. Applicants are expected to consider the principles outlined in the Right to Culture resources and the Charter for the Status of Artists to ensure fair working conditions, non-discrimination, artistic freedom, accessibility, ethical standards, and respect for intellectual property rights.
