The Eastern Europe Foundation invites territorial communities affected by coal mining to participate in the “Grants to Support Coal Communities (Phase I)” under the ROOTS program to implement projects supporting just transformation strategies.
The grant competition focuses on several priority areas: renewable energy and energy efficiency, vocational education, training and retraining, environmental protection and sustainable land use, local economic development and support for small and medium-sized enterprises (SMEs), water supply and wastewater systems, developing the potential of territorial communities in the field of just transformation, and heat supply systems.
The grant program targets local governments, municipal institutions, enterprises, local development agencies, and civil society organizations (CSOs) registered as legal entities in Ukraine with non-profit status. Eligible projects must contribute to the achievement of just transition goals and be included in the approved Just Transformation Action Plan/Program at the appropriate level. Each grant ranges from 3 million to 5 million UAH (approximately 60,000 to 100,000 euros), with an expected project duration of six to twelve months.
The competition covers territorial communities in the Lviv and Volyn regions, including Sheptytsk, Radekhivska, Sokalsk, Dobrotvirska, Belzka, Velikomostivska, Lopatynska, Novovolynsk, Litovezhsky, and Poromivska communities. Projects should aim to enhance energy sustainability, support vocational training and employment, restore and protect the environment, diversify local economies, improve water and sanitation systems, strengthen institutional capacity for just transformation, and modernize heat supply networks.
All applications will be evaluated by a board of experts based on inclusion in the Action Plan/Program, relevance, alignment with competition priorities, feasibility of results, and the reasonableness of the budget. This initiative is implemented by the Eastern Europe Foundation as part of the Power4Just Transition project with funding from the German Federal Ministry for Economic Affairs and Energy (BMWi) and support from the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
