The Green Municipal Fund is inviting applications for pilot projects that test innovative greenhouse gas reduction solutions in real-world conditions to support Canada’s transition toward net-zero communities.
The programme focuses on greenhouse gas reduction, climate innovation, pilot project implementation, sustainable infrastructure, emissions reduction technologies, data analysis and evaluation, climate resilience, environmental sustainability, municipal climate action, innovative testing approaches, scalability assessment, stakeholder collaboration, and real-world validation of low-carbon solutions.
The funding programme supports small-scale pilot projects designed to evaluate the viability, effectiveness, and scalability of innovative approaches aimed at reducing greenhouse gas emissions. These pilot initiatives are intended to assess how proposed concepts perform under real-world conditions before proceeding to full-scale implementation.
Eligible pilot projects must demonstrate measurable and quantifiable greenhouse gas reduction benefits. Applicants are required to use verifiable evaluation methods to assess the emissions reductions achieved through their pilot activities. The programme supports projects that test new materials, techniques, technologies, or processes, as well as projects applying innovative approaches that have not previously been tested in Canada or within a particular market segment, including northern communities.
Pilot projects may involve comparing multiple solutions, testing a specific innovation within a broader project, or evaluating novel climate approaches in practical settings. Since pilot initiatives are limited in scope, duration, and resource commitment, the programme is intended to help organizations identify implementation challenges, assess effectiveness, and determine whether proposed solutions are suitable for broader deployment.
Applicants are expected to explain why the proposed solution requires pilot testing before full-scale implementation and clearly identify the hypotheses or assumptions being evaluated. Applications must also outline methods for collecting and analyzing data to assess project success and define the criteria that will determine whether full-scale implementation should proceed.
In addition, applicants are required to describe what large-scale implementation would look like and explain how lessons learned from the pilot project will be applied to future initiatives and shared with other organizations and communities.
Eligible applicants include Canadian municipal governments such as cities, towns, districts, regions, and local boards. Municipal partners may include private sector organizations, municipally owned corporations, regional or provincial organizations delivering municipal services, non-governmental organizations, not-for-profit organizations, and research institutions such as universities. Indigenous communities may also apply as lead applicants when partnering with a Canadian municipal government or through shared service agreements related to infrastructure, climate change, or adaptation.
The programme provides grants covering up to 50 percent of eligible project costs, with a maximum funding amount of CAD 500,000.
