Open Call: Digital Vouchers Programme 2026 (Malta)

The Digital Vouchers Programme 2026 provides funding to support Maltese registered legal entities in advancing digital innovation through a range of voucher schemes designed to strengthen data readiness, regulatory compliance, and digital technology adoption.

The programme focuses on broadening funding opportunities in the digital sphere, extending access to a wider community of stakeholders, improving data readiness, supporting the creation of open and synthetic data, facilitating regulatory assessments for AI systems and digital products, and encouraging participation in the MDIA Technology Assessment Recognition Framework (TARF) and MDIA Sandbox.

The programme complements the Digital Innovation Programme and is funded by Xjenza Malta and the Malta Digital Innovation Authority. It has been introduced to expand funding opportunities for organisations undertaking digital projects across different sectors.

The Data Readiness Voucher provides a base grant of €14,000, with an additional €6,000 top-up available for projects that fall within the sectoral priorities of finance, transport, and health, allowing a maximum grant of €20,000. Projects supported under this voucher have a duration of 12 months.

The Build Voucher supports entities in providing open data and generating synthetic data. It offers a base grant of €12,000, with an additional €3,000 available where the dataset is made accessible through an API standard format and a further €5,000 top-up for projects within the sectoral priorities of finance, transport, and health. The maximum funding available under this voucher is €20,000.

The Regulatory Assessment Voucher provides funding of up to €1,000 to assist organisations in determining whether a system qualifies as an AI system, whether a product contains digital elements within the scope of the Cyber Resilience Act (CRA), and identifying the applicable risk category or compliance requirements.

The TARF/MDIA Sandbox Voucher provides funding of up to €25,000 for organisations wishing to enrol in the Malta Digital Innovation Authority’s Technology Assessment Recognition Framework (TARF) or the MDIA Sandbox, which represents the Level 1 component of TARF.

The programme offers four voucher categories. The Data Readiness Voucher supports activities such as labelling, cleaning, digitising, and mapping data to recognised schemas or data quality standards. The Build Voucher supports the provision of open data and the generation of synthetic data. The Regulatory Assessment Voucher helps organisations assess AI systems and digital products against applicable regulatory requirements. The TARF/MDIA Sandbox Voucher supports participation in the MDIA’s technology assessment and sandbox framework.

The programme is open to sole applicants that are Maltese registered legal entities from the public, private, and academic sectors.
