FUSION is a national funding programme that drives and supports local Research and Innovation (R&I), enabling researchers and technologists to transform their innovative ideas into market-ready solutions.
The main objectives of FUSION are to raise the level and profile of locally funded research, to ingrain R&I at the heart of the Maltese economy, to spur knowledge-driven and value-added growth, and to sustain improvements in the quality of life.
Supported through Malta Government funds and managed by Xjenza Malta as the Managing Agency, FUSION operates as a portfolio of programmes designed to provide both mentoring and financial support to researchers and technologists for the development of projects that contribute to societal advancement. Through its initiatives, the programme promotes commercialisation of research outcomes that can strengthen Malta’s competitiveness and generate high-value, knowledge-intensive employment in priority industries.
Under the Project Grant, applicants may receive a maximum possible grant value of €500,000 across the consortium, with an additional €12,600 available through the Commercialisation Voucher Programme for non-State Aid Applicants. Eligibility is open to individual private undertakings that carry out economic activity within the meaning of Article 107 TFEU, with projects starting at a minimum Technology Readiness Level (TRL) of 4 and advancing between TRL 5 and TRL 7.
Applicants must have an operating base in Malta and submit documents such as a Memorandum of Association, VAT certificate, and current management accounts. Start-ups without management accounts must provide three-year financial projections signed by an auditor, including income statements, cash flow statements, and statements of financial position. Professional bodies and NGOs must submit relevant financial and constitutional documents along with VO certificates. All applications must also include duly completed declarations as specified in the appendices of the Application Form.
Given the aims of the Technology Development Programme, proposals must demonstrate a clear scientific basis and research methodology to qualify for funding consideration.
