The framework focuses on creating a complete indicator framework, establishing data collection and exploitation monitoring systems, and developing a scalable impact assessment methodology. It covers Horizon Europe indicators, Digital Europe indicators, Common JU indicators, and Chips JU-specific indicators, while addressing scientific and technological outputs, ecosystem and network effects, commercial exploitation, public investment returns, strategic and policy contributions, and long-term societal and economic effects.
The action aims to establish clear measurement methods, standardised data collection processes, and reliable impact assessment approaches for the Chips JU programme.
The indicator framework will define measurement units, data sources, collection methods, reporting frequency, responsible parties, and guidance on attribution and additionality. The data collection platform will include project-level surveys, stakeholder surveys, exploitation monitoring, and standardised datasets covering active and completed projects.
The methodology must support impact assessments at portfolio level and for individual project groups, instrument types, or thematic areas. It must also include guidance on causal claims, demonstrate the limits of available evidence, and be suitable for external contractors or the Chips JU programme office.
The methodology will be validated through independent peer review, and the action consortium must complete one full pilot impact assessment as part of the project.
The available funding ranges from €500,000 to €1,000,000, with a total funding amount of €1,000,000.
Eligibility conditions are described in Annex 1 to the multiannual work programme 2023–2027 “HORIZON Europe conditions applicable to the Chips JU”. Participation is limited to legal entities established in EU Member States, EEA Countries, Associated Countries, OECD countries, and Mercosur countries.
Entities established in eligible countries but directly or indirectly controlled by non-eligible countries or entities must provide approved guarantees confirming that their participation will not negatively impact the Union’s strategic interests, assets, autonomy, or security.
Entities assessed as high-risk suppliers of mobile network communication equipment, or entities owned or controlled by such suppliers, cannot submit guarantees.
