Applicants are now invited to submit Expressions of Interest for a research study aimed at identifying legislative gaps and strengthening institutional approaches to violence prevention and response through legal and policy reforms.
The focus areas of this assignment include domestic violence prevention, gender-based violence, stalking, digital violence, legal and policy frameworks, gender equality and women’s empowerment, judicial procedures, victim protection systems, access to justice, institutional coordination, international legal alignment, and monitoring and evaluation of violence prevention policies.
The indicative budget for this assignment is up to 15,000 EUR. The assignment is designed to support institutional stakeholders in strengthening legal frameworks and policy responses related to the prevention of and response to violence, including domestic violence, gender-based violence, stalking, and digital forms of violence. It involves a comprehensive analysis of existing regulatory frameworks to identify gaps, inconsistencies, and areas requiring reform, with a strong emphasis on improving prevention mechanisms, victim protection systems, and prosecution processes.
This initiative includes a comparative analysis of legislative and institutional approaches applied in selected Arab States, focusing on gender equality and women’s empowerment frameworks. It examines key legislative instruments such as personal status laws, penal codes, labour laws, and related regulations to identify effective legal practices that can inform future reforms and strengthen institutional responses.
The study also evaluates legal procedures with regard to efficiency, accessibility, and responsiveness, including judicial timelines and coordination mechanisms among law enforcement agencies, judicial bodies, and social services. It further assesses the effectiveness of institutional strategies, national action plans, and service delivery systems such as victim support services, prevention campaigns, and anti-violence centres.
A key component of the research is the assessment of alignment between national legislation and international legal frameworks, including United Nations treaties and conventions relevant to gender equality and human rights, such as the Convention on the Elimination of All Forms of Discrimination against Women and the Convention against Torture. It also identifies gaps between policy design and implementation, including territorial disparities, resource constraints, and institutional coordination challenges.
The expected output includes evidence-based findings and policy recommendations aimed at strengthening legal frameworks, improving judicial and administrative procedures, enhancing coordination mechanisms, aligning national legislation with international standards, promoting best practices from Arab States, and improving monitoring and evaluation systems for violence-related policies.
