The Taiwan–Israel R&D and Pilot Cooperation Program invites joint proposals from eligible companies in Taiwan and Israel to support collaborative research and development projects that lead to commercial success, social good, and benefits for both economies.
The program focuses on Smart Technology, including ICT, UAVs, and IC design, Advanced Manufacturing, including robotics, Biotechnology, including digital health and high-end medical devices, Green Energy and Circular Economy, including electric vehicles, renewable energy, and climate technology, Service Innovation, including artificial intelligence and its applications, and other sectors supported by the Department of Industrial Technology (DoIT), Ministry of Economic Affairs (MOEA), Taiwan.
The program is open to joint projects from all technology sectors except defense. Each project must include at least one eligible science and technology company from Taiwan and one eligible company from Israel that intend to collaborate on the research and development of a new product or process. More than one company from each economy may participate, while academic and research institutions are eligible only as subcontractors.
Projects must demonstrate a high level of innovation and strong commercial potential, with a clear pathway to commercialization in the global market. Partners are required to agree on intellectual property rights and commercialization arrangements before applying and must comply with the relevant intellectual property requirements under their respective national funding schemes.
Funding is provided separately by each country’s implementing agency. In Taiwan, the Department of Industrial Technology (DoIT) provides grants covering up to 50% of the eligible and approved R&D costs. In Israel, the Israel Innovation Authority provides a conditional grant covering up to 50% of the eligible and approved R&D costs. If the supported project in Israel generates sales from the resulting product, service, or process, the grant must be repaid through royalties according to the Israel Innovation Authority’s regulations. Projects that do not result in sales are not required to repay the funding. Self-funded projects are not eligible under this joint program.
Taiwan applicants must be registered companies conducting research and development activities in Taiwan. Israeli applicants must be registered companies that perform R&D and operate in Israel. Funding applications must be submitted by partners in both economies according to their respective national funding procedures, and final approval is subject to both partners successfully completing their national evaluation processes.
For the application process, the Taiwan partner must submit the required application form, company information form, full proposal, signed Memorandum of Understanding or Letter of Intent, Bilateral Cooperation Form, and audited financial statements for the previous three years to the Program Office of the A+ Industrial Innovation R&D Program. The Israeli partner must submit the complete application to the Israel Innovation Authority, including signed copies of the Bilateral Application Form and the Letter of Intent or draft Memorandum of Understanding signed by both partners.
