The Start-Up Grant Scheme under the ENHANCER PRO project supports entrepreneurship development and inclusive economic growth by enabling individuals to establish and expand innovative business ventures.
The programme focuses on increasing employment and livelihood opportunities, supporting potential entrepreneurs in establishing new businesses, enhancing inclusive economic growth, fostering self-reliance, encouraging entrepreneurial activities, strengthening the entrepreneurial ecosystem, creating employment opportunities, supporting business expansion, improving skills, knowledge and experience, and promoting sustainable socio-economic integration.
The ENHANCER PRO Grant Scheme is funded by the European Union and implemented by the International Centre for Migration Policy Development (ICMPD), which acts as the contracting authority responsible for managing the administrative and financial aspects of the programme. The initiative operates within an institutional framework involving the Ministry of Industry and Technology of the Republic of Türkiye and the Directorate General for Development Agencies.
This programme is designed to promote entrepreneurship among diverse groups, including Syrians under Temporary Protection, Persons under International Protection, and Turkish citizens. It aims to stimulate economic resilience by enabling new business creation, increasing income opportunities, and strengthening local value chains in provinces with high refugee populations.
Start-ups supported under this initiative are expected to bring innovation, scalability, and adaptability to the market. These ventures play a critical role in job creation and economic development, contributing significantly to employment generation and competitiveness. The programme recognizes the importance of young firms in driving labour market growth and aims to harness their potential to create sustainable livelihoods.
Financial support under the scheme is intended to help entrepreneurs overcome early-stage challenges. Funding can be used for essential business needs such as registration, work permits, salaries, equipment, rental costs, accounting services, and marketing activities. By addressing these initial barriers, the programme encourages individuals to transform business ideas into viable enterprises.
The grant programme targets entrepreneurs who are willing to establish businesses in selected provinces across Türkiye, including major economic and industrial regions. Through this targeted support, the initiative contributes to social cohesion by integrating different communities into the economic landscape.
With a total indicative budget of EUR 3,000,000 and a maximum grant size of EUR 30,000 per applicant, the programme offers substantial financial assistance to eligible individuals. Applicants must be natural persons who are either Turkish citizens or belong to the specified protection groups and must take direct responsibility for the implementation of their proposed business activities.
