The United Nations Educational, Scientific and Cultural Organization (UNESCO), in collaboration with the National Commission for Culture and the Arts (NCCA), has launched a call for proposals to support the implementation of the Bringing Living Heritage into the Classroom (BLHC) Teaching Plan National Competition in the Philippines.
The programme focuses on integrating traditional knowledge and skills into primary and secondary school curricula through the BLHC methodology, promoting heritage-based learning approaches, supporting teaching plan development, organizing national-level competitions for schools, facilitating jury review and selection processes, administering pilot grants for selected schools, and strengthening follow-up and reporting mechanisms for implementation.
Bringing Living Heritage to the Classroom (BLHC) is a UNESCO flagship programme that encourages the use of living heritage as a medium for teaching standard school subjects. Following the successful introduction of the methodology through a workshop in Manila in November 2025 for selected Filipino educators, UNESCO now plans to expand participation by organizing a national competition for primary and secondary school teachers across the Philippines.
UNESCO is seeking a qualified contractor or professional entity to manage and support the implementation of the competition. The selected entity will be responsible for launching the call for proposals, developing submission guidelines and templates, disseminating information to schools, and organizing online briefing sessions for participating institutions.
The contractor will also coordinate the jury review and selection process. This includes identifying five to six qualified jury members with balanced expertise and gender representation, developing evaluation criteria, and facilitating the selection of ten teaching plans or schools for pilot implementation.
As part of the follow-up activities, the selected contractor will administer grants of USD 1,000 each to the ten selected schools after UNESCO approval. The contractor will also prepare reporting templates and monitor implementation by collecting feedback and reports from participating schools.
The opportunity is open to all legally constituted national and international suppliers capable of providing the requested services. However, entities listed on United Nations sanctions or exclusion lists, or those associated with firms involved in preparing the procurement documents, are not eligible to apply.
