Business and Arts South Africa NPC (BASA), invites registered small and micro businesses in the cultural and creative industries to submit their requests for the Presidential Employment Stimulus Programme (PESP4) grant funding.
BASA’s role in the implementation of PESP4 is to ensure that the positions created give participants the relevant work experience that will help them on their paths into the larger labor market.
The Presidential Employment Stimulus Programme is developed by the South African Presidency office in response to the severe economic impact of the coronavirus pandemic. It aims to create new jobs, provide support for livelihoods and protect existing jobs in vulnerable sectors. Together the Presidency and the Department of Sport, Arts and Culture (DSAC) has launched PESP3 (the third round of funding) to create opportunities in the creative and cultural sectors with a focus on shared value. PESP has demonstrated the government’s capacity to take public employment and other forms of publicly-funded support to a new scale, with the achievement of over 550 000 jobs and livelihood opportunities, and still more in implementation.

Minimum of R500000 and a maximum of R3000000.
Eligibility Criteria
- Projects delivered by CIPC registered South African small and micro enterprises (SMEs defined as a business with up to 50 full-time employees and an annual turnover of no more than R15 million) or NPOs/NGOs registered with the DSD within the Cultural and Creative Industries (CCIs).
- Projects delivered/submitted by women, youth and people living with disabilities will be given priority consideration.
- ONLY projects that have a well-thought-out project plan with clear goals, specific and quantifiable metrics, and with measurable impact will be considered.
- Projects must CREATE JOBS and have a clear focus on the target groups (women, youth and people living with disabilities).
- Initiatives/Projects which promote human capital development (education, training, technology, innovation, skills transferral, wellness) will also be in strong consideration.
