The Estonian Center for International Development Cooperation announces application round for financing development cooperation projects in Ukraine.
ESTDEV, in cooperation with the Ministry of Foreign Affairs, organizes an information day for all interested parties regarding the application rounds of African and Eastern Neighboring countries.
The purpose of the application round is to support the development of Ukraine into a democratic state of law using the best practices of Estonia. Focusing primarily on activities that support integration with the European Union, strengthening media literacy, promoting small business and modern education, and mitigating the damage caused to civil society. In addition, projects that contribute to supporting educational innovation, the development of citizen-oriented digital services and the promotion of cyber literacy are supported. Projects must support horizontal goals and help achieve the UN Sustainable Development Goals throughout.
Funding Information
- The minimum and maximum grants for projects are divided as follows:
- The minimum amount of support applied for activity line 1 is 150,000 euros and the maximum amount is 300,000 euros per application.
- The maximum amount of support applied for activity line 2 is 150,000 euros.
- The maximum amount of support requested for activity line 3 is 150,000 euros.
Eligible Activities
- The application round supports activities that correspond to the following directions of activity:
- Activity line 1:
- Mitigating war damage to civil society caused by Russian aggression;
- promotion of good governance practices and the development of democracy, including activities related to EU integration;
- strengthening independent media and combating misinformation;
- promotion of small business, including preparation for entering the EU internal market;
- promotion of modern education.
- Course of action 2:
- Supporting educational innovation, including increasing the quality and accessibility of education through the creation and implementation of educational technological solutions.
- Action line 3:
- Citizen-centric digital service provision and cyber intelligence. The goal of the activity is to support the implementation of democracy and good governance through the implementation of human-centered e-solutions, the smart use of artificial intelligence, and the improvement of cyber-awareness.
- Activities can be, for example, the following:
- development of the management level digital capabilities of the government sector (including local governments) and related organizations (strategic consulting, trainings, etc.) to support the digital transformation of public sector services and data-based decision-making;
- supporting the launch and implementation of modern digital services and solutions based on artificial intelligence, and growing capabilities related to the above;
- supporting the development of cyber capabilities and developing skills necessary for the secure operation of digital services.

Who can apply for support?
- Government agencies or agencies managed by it.
- Local government institutions or institutions managed by it.
- Non-profit organizations or foundations registered in the Republic of Estonia and permanently operating, including county or national associations of local government units.
- Other legal entities registered and permanently operating in the Republic of Estonia.
