The United Nations Development Programme is seeking applications to support IT software firm to design, develop, deploy and maintain a Digital Legal Aid System (DLAS) to improve access to justice services across Bangladesh.
The project focuses on improving and digitalizing legal aid systems including case management, recording, and notification tracking; enhancing institutional and professional capacities for legal aid service delivery and online dispute resolution; increasing awareness and access to justice services for women, ethnic minorities, persons with disabilities, and gender-diverse populations; and promoting access to legal information for disadvantaged and marginalized communities. The system will initially be piloted in eight districts and designed for future nationwide scalability across all 64 District Legal Aid Offices.
The implementation period will run from June 2026 to March 2029. The Digital Legal Aid System is expected to be fully designed, developed, tested, and deployed within the first 12 months of the contract period, followed by maintenance, technical support, optimization, and institutional transfer activities.
Funding will be released according to project deliverables and milestones. The payment schedule includes 10% for inception and system design, 10% for system development, 10% for system integration and testing, 40% for deployment and pilot rollout, 20% for full rollout and capacity building, and the final 10% after institutional transfer and maintenance support.
Eligible applicants must be qualified IT software firms with proven experience in government or donor-supported digital transformation projects. Applicants must submit technical and financial proposals, company registration documents, audited financial statements, a portfolio of at least three relevant completed projects, detailed staffing plans, CVs of key personnel, implementation methodology, and risk mitigation strategies. Firms must also demonstrate expertise in system architecture, cybersecurity, accessibility compliance, AI integration, database management, DevOps, and large-scale enterprise systems.
