The Presidential Implementation Committee on Technology Transfer (PICTT) and the National Agency for Science and Engineering Infrastructure (NASENI) have launched the Delta-2 Second Call for Proposals to support applied research, experimental development, and innovations in Nigeria.
The Research and Development activity must contain the following features: novelty, creativity, uncertainty, systematic nature, transferability and/or reproducibility. A proposed project should have an obvious advantage and economic value to the global marketplace (e.g., increased knowledge base, commercial needs, access to R&D infrastructure, new fields of application, etc.).
Priority Research Areas include Agriculture & Food Technology, Mining & Industrial Development, General Manufacturing for SMEs, Renewable Energy & Power Systems, Advanced Manufacturing & Automation, Health & Medical Technologies, Climate & Environmental Innovation, Transport, Mobility & Logistics, Digital Infrastructure & FinTech, and National Security & Defence.
The program encourages participation from Nigerian-based R&D institutions, universities, polytechnics, researchers, and technology companies. While technical companies can apply independently, research institutions require a partnership with a Nigerian-registered company. Each applicant must be a legally recognized entity registered with the Corporate Affairs Commission (CAC). Linked or partner enterprises are not permitted under this call.
Proposals must demonstrate measurable outputs such as patents, industrial designs, prototypes, pilot plants, software, certified methodologies, databases, or specialized maps. Applications will undergo an initial capability screening, and organizations with bankruptcy history, tax delinquency, or poor financial records may be disqualified.
The evaluation and eligibility checks will be conducted between 20th October and 10th December 2025, with final results announced on 11th December 2025. The award ceremony and agreement signing are scheduled for 12th January 2026, and projects are expected to begin between 2nd February and 30th March 2026.
Up to 20 projects may receive government funding under this call, with support intensity ranging from 60% to 70% of total project costs. Eligible expenses include equipment, materials, personnel, consulting services, intellectual property protection, and travel costs. Projects may last up to 36 months, and participants must provide matching funds for expenses not covered by government support.
