The European Commission is requesting grant applications to support the strengthening of EU defence manufacturing capacity and supply chain resilience.
The focus areas, include defence industrial capacity expansion, production scalability, supply chain resilience, security of supply, industrial competitiveness, forging and machining capabilities, key sub-systems, composite materials, assembly and integration, manufacturing as a service, dual-use industrial conversion, workforce development, risk management, physical and cyber protection, production continuity, and industrial reinforcement of defence platforms and end-products.
The call aims to strengthen the competitiveness, responsiveness, and production capacity of the European defence technological and industrial base across land, air, naval, and underwater domains. Targeted platforms and end-products include artillery systems, armoured vehicles, fixed and rotary wing aircraft, unmanned and counter-unmanned systems, missile and precision-guided munition systems, radars, mine warfare systems, naval platforms, firearms, and satellite payloads and terminals.
Projects are expected to reinforce production capacities related to forging and machining, key sub-systems, composite materials, assembly and integration of end-products, manufacturing-as-a-service capabilities, and dual-use industrial conversion options that can support defence production surges.
Applicants must demonstrate the importance of the targeted platforms or end-products and justify the need to strengthen their availability and security of supply. Proposals are required to include industrial reinforcement plans supported by risk-management approaches that address supply-chain, industrialisation, maintainability, safety, and obsolescence risks.
Projects may also include optional activities to strengthen the physical and cyber protection of production facilities. These activities can include threat assessments, installation of security measures, cybersecurity improvements, certification-related actions, and efforts to connect facilities with national or European security systems to support production continuity and reduce disruption risks.
The total funding available under this call is €282,150,000. Eligible applicants must be legal entities established in eligible EU Member States, EEA countries, or countries associated with the EDIP Programme, and must meet the management and ownership requirements outlined in the eligibility conditions.
