The European Commission has announced its applications to strengthen digital data exchange platforms for buildings by integrating whole life carbon assessments, embodied environmental flow inventories, and interoperable building information systems in line with the recast Energy Performance of Buildings Directive (EPBD).
The opportunity focuses on increasing the number of building information tools, assessments, and certificates that use digital data exchange platforms; improving the accuracy and reliability of EU-aligned life cycle inventories for embodied environmental flows in construction materials and products, increasing the number of existing building standards and certification schemes that refer to Global Warming Potential (GWP) in support of national decarbonisation strategies aligned with European legislation and improving data availability and interoperability for whole life carbon assessments across different building lifecycle stages.
Projects are expected to demonstrate digital data exchange platforms capable of supporting comprehensive building information tools, assessments, and certificates. These platforms should integrate data from whole life carbon assessments, national and international embodied flow coefficient databases, Digital Product Passports, Energy Performance Certificates, Smart Readiness Indicators, Building Renovation Passports, and Digital Building Logbooks.
The funding instrument falls under Innovation Actions (HORIZON-IA) with a total funding amount of €15,750,000. Eligibility for participation is open to any legal entity regardless of place of establishment, including entities from non-associated third countries and international organisations, provided the conditions established under the Horizon Europe Regulation and the specific topic requirements are met. Beneficiaries and affiliated entities must register in the Participant Register to obtain a Participant Identification Code (PIC) and complete validation before grant agreement signature.
Affiliated entities with legal or capital links to beneficiaries are allowed to participate if they meet eligibility and funding requirements. Associated partners may also participate without signing the grant agreement or claiming costs, subject to topic conditions. Entities without legal personality may exceptionally participate if their representatives can undertake legal obligations on their behalf and provide guarantees equivalent to those offered by legal persons.
EU bodies created under EU law, including decentralised agencies, may join the consortium unless restricted by their founding acts. The Joint Research Centre (JRC) may participate under specific conditions either as a beneficiary requesting zero funding or as an associated partner. Associations and interest groupings, including European Research Infrastructure Consortia (ERICs), may participate as sole beneficiaries or beneficiaries without legal personality.
